Fortunately…. • Estimate: 95+ % of people want deconstruction vs. demolition Unfortunately…. • Estimate: 95% of people do not want it to take much longer than demolition • Estimate: 97% of people do not want it to cost much more than demolition

Barriers to Deconstruction – Is this how to compete with demolition?? • Strategy: Some deconstruction groups are ‘offering’ unusually large tax-deductions to ‘pay’ people to deconstruct (California is known for this) • Result: IRS has started an investigation into these non-profits similar to the car-donation scams a few years back and has threatened to shut them down and revoke their non-profit status • Strategy: Combine seeking government assistance to start and maintain program and sell public on the environmental benefits of deconstruction in order to get them to pay more • Result: Funding runs out or limits the operation’s growth and the public avoids guilt trip while continuing to buy the nice Sub-Zero refrigerator

Designing for Deconstruction RE-USE Consulting’s new RE-Building Project • We are experimenting with keeping sections of the building intact (sometimes even including the drywall !) in order to build smaller structures out of them • By keeping them together we: • Preserve more of the embodied energy • Save time on both sides of the equation

Designing For Disassembly Zero waste is impossible when waste is designed into new structures • Adhesives can ruin materials • (so let’s use them to our advantage - panelization) • Stricter codes limiting reuse; lack of time • (expedite permits when deconstruction is chosen) • Fasteners are one of the reasons buildings are not deconstructed • (new fastening systems and reuse options are on the way!)

17. Owner Involvement Base bid: demolition Alternate A: 50% landfill diversion (no concrete/brick allowed in calculations) Alternate B: Full building deconstruction, return materials to owner. The City decided on Alternate A. They asked for 50% diversion, but received 94% diversion for the same price!

National Efforts To Promote Decon • CT – Decon Group to change laws regarding who can perform demolition and to redefine demolition • CA – IRS efforts (nationwide) to crack-down on deconstruction groups and their tax deductions – shuts down 1 group in CA • NY – Gov’t funding for recycling and reuse enterprises • OH – Multiple cities using stimulus money to promote decon • CO – Deconstruction surveys and more • OR – Funding for facilities and deconstruction projects • IL – Job training for the Olympic Games project and new Chicago deconstruction project (85 jobs for three years)
