Provision of Partial Baseband Private Circuits - Change-over ConsiderationsIssue 2 Mike Ainger Transmission Design & Planning Manager Racal Telecom The contents of this document are for discussion only, and do not represent or imply a commitment by any company to implement of supply any of the technology, processes or products described
Background • The order process is likely to result in one of two different implementation scenarios: • New PBPC over previously spare copper pair • New PBLC over copper pair in use for Telephony • In the first scenario there is no requirement for a live service change-over • In the second a live service change-over must be executed • This will in most cases be combined with a number port
Streamlining the Change-over • It is in all parties interest that this change-over should be as efficient and interruption-less as possible: • Customer wants minimum service disruption • BT and OLO want to minimise skilled resources, in particular wasted resources co-ordinating timed activities • Public safety consideration - minimum interruption to emergency access • Two Options are described in this document • Option one is not currently implementable as BT do not have the infrastructure or processes in place • Option two is proposed as an alternative
Option 1 Change-over executed by Cross-connect switch
Possible Methods Option 1 • BT installs NT 2000 and test access x-connect as a preparatory step • Also gives opportunity to label any BT owned CPE to avoid accidental recovery by OLO / customer Property of BT 1 2 CPE 0171 904 5710 2w Circuit MDF NT 2000 Test Access Cross-Connect BT Switch
Possible Methods Option 1 • Number Transfer to the incoming operator to be implemented in advance of the PBPC implementation • Timed visit to port number could be done when OLO installs (but does not bring into service) DSL equipment Property of BT 1 2 2w Circuit MDF Test Access Cross-Connect Property of OLO BT Switch DSL
Possible Methods Option 1 • If BT could now use the Test Access Cross-connect to remotely transfer the line to the incoming OLO: • Timed visit would be eliminated • If trouble experienced on change-over then reversion is simple - avoids risk of long periods without emergency access • First the OLO Equipment would be connected to the Test Access Cross-Connect Property of BT 1 DSL AM 2 2w Circuit MDF OLO Equipment Test Access Cross-Connect Property of OLO DSL BT Switch
Possible Methods Option1 • BT would then remotely switch-over, on request from the OLO, when the OLO technician is at the customer premises • The OLO then commission the new service, ensuring continuity of emergency access (by mobile if necessary) • Reversion can be invoked as a last resort Property of BT 1 DSL AM Property of OLO 2 2w Circuit MDF OLO Equipment Test Access Cross-Connect DSL BT Switch
Possible Methods Option 1 • BT then complete the implementation - at their leisure • Recover BT Owned CPE • Connect remote line test equipment to test access cross -connect in place of BT switching equipment 1 DSL AM Property of OLO 2 2w Circuit MDF OLO Equipment Test Access Cross-Connect DSL Line Test Equipment
Option 2 Change-over executed manually, like for like interim POTS service delivered by new operator
Possible Methods Option 2 • BT installs NT 2000 where appropriate • Also gives opportunity to label any BT owned CPE to avoid accidental recovery by OLO / customer Property of BT CPE 0171 904 5710 2w Circuit MDF NT 2000 BT Switch
Possible Methods Option 2 • OLO provisions standard POTS line to predetermined position on IDF • POTS line supported by Primary Mux, DSLAM with non speech-band service de-activated, or similar, located either in BT provided co-lo, or by adjacent co-lo • OLO must be POTS service provider Property of BT CPE 0171 904 5710 2w Circuit MDF NT 2000 BT Switch 0171 922 6649 DSL AM IDF OLO Equipment
Possible Methods Option 2 • BT changes over MDF jumpers on a pre-determined day (day one) • Customer receives temporary number (OG only) • Option to activate ‘call minder’ on old BT number, which customer can access from temporary number • OLO makes comfort contact with customer Property of BT CPE 0171 922 6649 (Temp OG No) 2w Circuit MDF NT 2000 BT Switch DSL AM IDF OLO Equipment
Possible Methods Option 2 • OLO / BT port numbers • Customer number restored • Worst case 17.00 day two (32 hours later) • OLO visits customer and install and commission ‘new’ DSL service (Commissioning the non speech-band service) DSL AM Property of OLO 2w Circuit MDF NT 2000 IDF OLO Equipment DSL CPE 0171 904 5710
Conclusions • The live service change-over arrangements, combined with number portability, create a complex change-over • Option 2 provides measures to reduce the dependence on (multiple) timed visits for change-over • There are a number of considerations particular to Option 2 : • POTS equipment (Primary Mux, DSLAM supplying POTS only or equivalent) must be deployed, where appropriate in the BT colo area • The customer suffers loss of incoming calls for the time between the BT MDF jumper change and the number port. • Option one could still be introduced in a roll-out plan as the systems and processes become available (which should align with the volumes rising)
