Regional Technical Forum Automated Conservation Voltage Reduction Protocol
RTF Guidelines Summary • Provides Centralized & Unbiased Technical Review • Energy Savings Data & Assumptions • Cost-Effectiveness Methodology & Assumptions • Standard Protocols & Guidelines for Savings Estimation • Builds on Empirical Data & Historic Experience • Provides Open Public Forum • Vetting Claims, Identifying Uncertainties • Keeping Up with Changes • Establish Standards of Proof
Agenda 12 December 11 • Subcommittee introductions and experience with CVR • Subcommittee purpose, (e.g. custom protocol for Automated CVR) • Summary of the RTF Guidelines for Custom Protocols • Some background on the RTF's related Protocols • Automated CVR Protocol #1, • Voltage Optimization Protocol • PCS UtiliData's proposed update to CVR #1 • Define data and protocol descriptions we need to complete a custom protocol • Next steps, homework, schedule next meeting.
Four Methods of Energy Savings Estimation • Unit Energy Savings • Measurements of typical baseline and efficient case characteristics and energy use support estimates of average savings • Identifiers, e.g., climate zone, group applications to reduce savings variance among applications • Standard Protocol • Entirely prescriptive data collection and analysis procedure that will work for all eligible measures • Transparent and accessible savings calculator
Four Methods of Energy Savings Estimation • Custom Protocol • For measures that require site-specific data collection and analysis to develop reliable estimates • Minimum documentation requirements include data collection and analysis procedures and characteristics of the commissioned measure • Program Impact Evaluation • RTF sponsored peer review for research designs • Regional collaboration on research designs • Future version of Guidelines to provide more guidance on research protocols
4.0 Standard Protocol 4.1.1. Minimum Requirements • Precise specification of the measure including eligibility rules. • Simplest reliable savings estimation procedure. • Entirely prescriptive data collection and analysis procedure that will work for all eligible measures. • Independent of program design and delivery method. • Skills required are common among the region’s program implementation workforce.
4.0 Standard Protocol 4.1.1. Minimum Requirements (Continued) • Protocol is cost-effective across a range of measure savings. • Yield savings estimates that are additive, i.e., independent of the savings from other measures implemented at the same site. • Protocol documentation that complies with section 4.3.
4.0 Standard Protocol • 4.1.2. Transparent and Accessible Savings Calculator • 4.2.1. Definition of Best Practice ReliablityStandard • 4.2.2. Definition of Simplest Reliable Savings Estimation Method • 4.2.3. Provisional Status and Data Requirements • 4.2.4. Under Review Status • 4.3. Documentation Standard • 4.4. Sampling Application of Standard Protocols
