Why DIGAR? • public sector institutions are acting as publishers • digital information has a short lifetime • conditions for publishers to preserve their preprint files and online publications
What is DIGAR ? • digital archive of the National Library of Estonia • started in 2004 with the project reUSE • preserving and re-using the digital copies of Estonian publications
Benefits for publishers • digital origins of the publications will be preserved • reuse of the pre-print files of publications for preparing the reprints
Benefits for the library • make the collections digitally usable • library is relieved from handling the printed publication
Benefits for users • maintenance of the information source is guaranteed • seamless access to the digital objects via established library channels

Legal Deposit Copy Act June 1, 2006 – Legal Deposit Copy Act on web resources • The initiative to collect anddepositwebpublications is aresponsibility of the depository library –the National Library of Estonia; • A publisher or a producer cannot restrictdownloading of a web publication forarchiving
Availability and access rights on webresources • deposited web publications will be freely accessible via Internet unless the publisher has specifically requested access restrictions; • if permission for a public access via Internet is denied, the deposited web publications will still be accessible via authorised workstations in the library
