E-publishing of Latvian Legislation Today • likumi.lv = e-version of official (paper) publication • Maintained by government enterprise LatvijasVēstnesis (LV) • Publishes consolidated legislative acts and historic and future versions of consolidated acts • Current version of LP “on top“ • Free of charge
History of Legislative E-publishing before Crisis • nais.lv, privately owned database • 1st version built in 1991 • Publishings obtained in electronic (Word ) form directly from Legislative institutions • Pay for subscription or per document • No other options • Quite expensive to cover all public sector needs (1000+ institutions)
Re-use of Legislative Publications • Anybody can reuse with reference to source • Governmental institutions: • re-publish on their web-sites • Publish links to likumi.lv • Private Sector • Privately owned legislative databases • Re-publish on their web-sites • Publish links to likumi.lv
Re-use by private sector • Privately owned legislative databases: • Nais.lv • Has contract with Official Publisher • Has on-line data exchange channel (pay per document) • Has free public version with simple functionality • Subscription fee for extended functionality, e.g. search • Maintains current information • e-likumi.lv • No agreement with Official Publisher • Supports core business of printing law collections • Pay per document, except latest 2 months of Parliament & Council of Ministers documents • Publishing delayed
