  2. Background • Documentation, archiving and dissemination of data using Microdata Management Toolkit was introduced to Nigeria by a chance meeting of the Director-General of Nigeria’s NBS and Mr. Olivier Dupriez of the World Bank’s Development Data Group sometimes in 2005.

  3. Training in Ghana • Early in 2006 the meeting between the Director General of Nigeria NBS with Mr. Olivier led to the invitation of participants from Nigeria to attend the training on Microdata Management Toolkit in Ghana sponsored by World Bank. • The training was an introduction to the development of the application and it lasted for only two days.

  4. Pilot Application • A Pilot Application was developed in NBS, shared with Mr. Olivier Dupriez and published on the web. • Two large NBS surveys, the Nigerian Living Standard Survey (NLSS) and the Core Welfare Indicator Questionnaire Survey (CWIQ) were used for the pilot. • The pilot was developed with an enhancement which includes mapping which was not only produced in CD but published on NBS website.

  5. Workshop by Mr. Geoffery Greenwell • Recognizing NBS interest in adopting the Application, another workshop was held in July 2007 in Nigeria to train more NBS staff so that results of more of its survey can be archived and published. • More than 20 people were trained by Mr. Geoffery’s team (Geoffery, Robert Akol of Uganda and Fafunmi Elisha of Nigeria). • At the training 3 other NBS surveys were worked on (GHS, APRM and MICS) which will soon be published on NBS website

ADP Support • With ADP support NBS was able to carry out an inventory of Micro level data available at the MDAs. • The 15 MDAs selected for exercise are as follows: • Ministry of Education - Ministry of Heath • Central Bank of Nigeria - Nigeria National Petroleum Corporation • Ministry of Finance - Debt Management Office • Ministry of Youth &Sport - Ministry of Petroleum • Ministry of Transport - National Population Commission, • Ministry of Solid Minerals - Ministry of Information and Communication • Ministry of Women Affairs - Ministry of Environment • Ministry of Agriculture • Form designed by ADP was used for the inventory

Challenges from MDAs • Of the 15 Agencies selected only 4 reported to have conducted surveys or censuses (Ministries of Health, Education, Agric and National Population Commission) • So far, only NBS and Population Commission have micro level data for archiving • Observation shows that micro level data with metadata on survey and census are not managed, often scattered, lost or not documented by the MDAs. • Generally evidence shown that the service of Consultants were used for the surveys and raw data were kept by the consultants with only report submitted to the MDAs. • So, agencies do not have access or ownership to the micro and metadata on surveys and censuses

The NBS Data Dissemination Policy • NBS is committed to disseminating to the public all data in its domain. • NBS also wants to make available to users the metadata relevant to all its data. • NBS wants all its data to be widely disseminated, therefore has adopted the use of web technology to disseminate all its statistical products in addition to existing methods. • For openness and transparency micro level data from surveys and censuses are as also documented, archived and disseminated on NBS website. • NBS maintains a policy of distributing microdata over the net using the facility produced by the Toolkit to meet the increasing demand by researchers and students for household level data

Policy and Attitude • NBS is committed to encourage the use of micro-data and broaden access to the various survey and census data-sets by the data-user community. • NBS aims to maximize the use of data while protecting the confidentiality of the respondents. • Towards data dissemination on the web, NBS normally requests the users of its data to abide by the following rules: • Ask for permission from NBS before using our data • Acknowledge NBS in any report produced as a result of using its data • For now NBS do not charge any fees for any data published on its web.

Data Anonymity • Security and confidentiality of the respondent are preserved by using codes which are only open to NBS. • Frames for data collection are not released to users • Data are only released on household level and not at individual level. • In future efforts will be made to further anonymized all data sent out.

Users of NBS data through Web • Students at PhD and Masters levels within and outside Nigeria (Nigerian and Non-Nigerians) have requested for permission to use Nigerian Living Standard Survey (NLSS) and Core Welfare indicators Questionnaire Survey (CWIQ) for their projects. • Also are Research Institutions at home and abroad. • In the 2006 election, some politician in Nigeria asked for permission to use our micro data for their campaign in both the House of Assembly and Governorship elections.

Conclusion • Because of the high demand for Micro level data from Universities, Research Institutions and Organised Private Institution as well as private individuals, it has become a challenge to NBS to collaborate with other MDAs on the issue of archiving survey and census results. • NBS will take it as a challenge to work more with MDAs on archiving surveys and censuses so that agencies can own their data rather than the practice now when consultants produce reports for them but keep the data.
