NEW NEW What is a Leaver? • A leaver is a student who was enrolled in 7 through 12 grade at least one day in a Texas public school the prior year and does not return the following fall. • School leavers who have NOT been enrolled in the district within the school-start window in the 2006-2007 year will be reported. • The school-start window is enrollment at anytime between the first day of school and the first Tuesday after Labor Day (September 5th, 2006) whichever is later. • This includes: Leavers are reported in the FALL PEIMS submission Student withdrawn because of military transfer outside of Texas should be coded “S”
What is a dropout? • When a students’ whereabouts are unknown, or the code is not a valid leaver code use code “98”. • All other prior year dropout codes become “98”. Students now withdrawing for the following reasons listed would be codes with a “98”. • Students who are not movers or leavers will become dropouts. X

NEW What is a Mover? • A mover is a student who moves or officially transfers from one Texas public school to another • A mover is a student who will be reported to PEIMS by another district. • This will include many of the old codes, for instance, code TE – Enrolled in another Texas School. Continue to enter TE so we can track these students. STUDENTS PLANNING TO GO TO ANOTHER DISTRICT AND DO NOT WILL BECOME DROPOUTS MAKE SURE ALL WITHDRAWAL DOCUMENTATION IS COMPLETE AND HAS ALL NECESSARY SIGNATURES

New Rules for Reporting Leavers • School Start Window • Students must return during the period of time between the first day of school and the Tuesday after Labor Day (Sept. 5, 2006) to be counted as having returned to school. • If the student returns on Wednesday, he will be a dropout. • GED Recipients • Students who leave school, but earn their GED certificates by August 31st are counted as GED recipients for the prior school year. If a student receives their GED certificate on September 1st, they’re a Dropout. • These Students were previously coded as GE-Completed GED. They are now movers and will not be reported as leavers.

Sample Katrina Student Leaver • Lorraine is a Katrina evacuee and has enrolled at Jay high school. She was housed at Levis Straus Center but recently the family was relocated to private living quarters. Lorraine’s last day of attendance was September 7, 2005 . After four days of non-attendance, the attendance clerk contacts the temporary shelter and finds that the family has relocated and left no forwarding information. Lorraine is withdrawn on September 8th her Leaver record is reflected below with a leaver Code S-Out of state.
Rita is a total dropout! • Rita was enrolled during the 2005-2006 school year at Holmes. During the summer she decided to join the Army. She was a no-show with the leaver reason of 98 (unknown) at Holmes. Due to lack of a high school diploma, she was unable to join the army. On September 6th she enrolled at Holmes. Rita will be reported as a drop-out. She did not enroll during the school start window (period between first date of school and Tuesday after labor day). September 5, 2006.
Olga, the perfect mover Olga started the 2005-2006 school year at Stevens. During winter break her parents moved out of the Northside district and she enrolled at Lanier High School in the San Antonio School District. She is considered a mover, and will be reported by SAISD. Northside ISD will not report her as a leaver. Her leaver record will reflect the following information:

What is my part in the Leaver Process? • Attendance SecretaryCollect CY withdrawal documentation and build Leaver record for withdrawn students. • RegistrarComplete data for graduates (grad date, type, college indicator code) and non-graduates removing the grad date.** Communication between the attendance secretary and registrar is a major role in verifying that all leaver information is correct. **
2005-2006 Leaver Timeline Year Round: • Collect CY Withdrawal documentation and build Leaver records for withdrawn students. • Continue to follow-up on prior year withdrawn students. • Monitor current year leavers and no-shows. • Monitor Special Education students graduating throughout the school year.
Northside Tracking Documentation REVISED ** Please make sure that the tracking form is filled out and signed by parent or guardian during student withdrawal process. Each withdrawn student should have a tracking form. This form will be available at NISD Print Shop.

Acceptable Documentation 2005-2006 PEIMS Data Standards Appendix F: Early notice of leaver reporting changes APPENDIX F Early notice of leaver reporting changes Background In 2003, the Texas Legislature passed Senate Bill 186 which amended the language on the dropout indicator in the Texas public school Academic Excellence Indicator system (Texas Education Code (TEC) §39.051(b)(2)). Statute applies to dropouts in grades 7-12. In the 2005-2006 Data Standards appear changes to the AS-OF-STATUS-CODE in Submission 3 necessary to implement TEC §39.051(b)(2). Appendix F presents the major changes in the 2006-2007 PEIMS Data Standards necessary to implement TEC §39.051(b)(2). Changes to the AS-OF-STATUS-CODE in Submission 1 will occur in the 2006-2007 PEIMS Data Standards. Following up: • In order to adequately serve students and to minimize the district’s dropout rate, school personnel should immediately follow up on students who simply quit attending school without withdrawing. • Contacts may include phone calls, home visits, checking with neighbors, asking siblings who are still in school, etc. • The longer a district waits to check on the whereabouts of a student who stops attending, the less chance there is of recovering the student back into school.
Things To Keep In Mind • Keep close communication regarding your Leavers with other Leaver Team Members on your campus as well as other campuses. • REMINDER – After the initial student withdrawal has occurred follow up as soon as possible. Make sure that each withdrawn student has a NISD withdrawal tracking form documentation sheet. • Coding the leaver screen as soon as student withdraws assures that all student will be accounted for. • Successful recovery depends on communication with other campuses and checking for recent activities. • Call Pupil Personnel Department if you have questions
