About UGVCL & Speck • Uttar Gujarat Vij. Company Ltd. was established in September,2003 by Gujarat Electricity Board • Supplying power to 2 million consumers • 1.2 lac kms of power distribution network spanning about 50000 Sq.Kms of area • Monitored and controlled with 7300 Employees operating in 151 offices • All offices connected by 2mbps WAN • Speck Systems Limited was established in 1982 • Spectrum Mapping, USA was acquired in 2006 • Presence in over 20 locations in India, USA • Excellence in Product Innovation Award (2007-2008) – FAPCCI • Geospatial Company of the Year 2008 – Indian Geospatial Award 2008
Overview & Objective • Complexity of electrical distribution system is a good reason for introducing new trends of IT • GIS became handy to represent with location detail and carry out complex network & power system analysis • UGVCL always aims to have a front runner to build new technologies for reducing AT&C losses, deliver quality power and improving customer service. • Towards realizing this objective UGVCL intended to have GIS + Automated Mapping/Facilities Management to give cost effective solutions for Network Planning, Management and Analysis for UGVCL • Speck aim is to provide cost effective, self explanatory • User friendly interfaces to achieve clients goal and • objectives
Planning & Implementation of new Technologies • Towards realizing this objective of UGVCL, following were planned for implementation • GIS Mapping • 66 / 11 / .44 kV Network Mapping • Consumer Mapping & Indexing • Customized GIS utility software for Network Planning and Management • Network Analysis software • Interfacing Billing System • Feeder & DTR Meter Data acquisition & interfacing with Energy Audit • GIS Integration with Network Analysis, Billing and DAS • Mobile work force management, customer care and trouble call management
Pilot Project Implementation of GIS • Following are planned for pilot implementation in selected areas • GIS Mapping • 66 / 11 / .44 kV Network Mapping • Consumer Mapping & Indexing • Customized GIS utility software for Network Planning and Management • Network Analysis software • DAS at Substations • GIS Integration with Network Analysis, Billing and DAS • Feeder & DT metering: Installation of static (electronic) meters on all 11 kV out-going feeders and DTs
Pilot Project Implementation of GIS Cont….. • To implement the technologies, It is essential to have accurate and up-to-date information of the network. • Started with mapping of Electrical assets, Consumer mapping & Indexing • Codification and location identification of electrical assets such as Sub-stations, 11 KV feeders, DTs, Poles and LT feeders using GPS and GIS technologies • Physical survey of technical attributes of the electrical network assets & display on geo referenced map • Layer based representation of electrical network
Pilot Project Implementation of GIS Cont ... Survey, Development of customized software “Speckelectric” is awarded to Speck systems. • Creation of database with door-to-door consumer survey • Sorting of consumers based on categories (feeder, DT & Pole wise) • Allocation of unique Consumer Index Number (CIN) to all types of consumers based on electrical address • Interfacing consumer, network and spatial databases
About customized product Speck Electric GIS Based Consumer Indexing, Asset Coding & Network Analysis software using GIS + AM (automated mapping) /FM (facility management) to give cost effective solutions for Network Planning, Management and Analysis for DISCOMs Key Features • Developed using Open Source GIS Engine • Layer Management for each asset • Attribute driven symbology for assets • Spatial & Non-Spatial Query Builder tool • Annotation of layers based on attribute data • Import / export to various GIS formats • Printing and plotting of data • Simple GIS tools for adding / modifying network • Network Management & Analysis • Facility to querying spatial as well as non spatial attributes • Interfaces Billing & Customer Care • Interfaces SCADA • Interface to Billing data for Energy Audit • Customized Reporting utility for user defined reports
Feeder Map Sub Station LT Pole HT Pole DTR Attributes
Network Tracing and Breakdown Analysis Network Tracing • Trace network assets in forward and backward • The following are the key functions: • Display of connectivity from the asset to source of supply • Number of consumers connected to • Transformer (DTR) and feeder • Pole • Line length of conductor en-route tracing of electrical entities • Differentiation of DTR’s secondary network (LT Line) • Breakdown Analysis • Works on ‘What If Analysis’ model i.e. what happens if there is a breakdown in LT Network, HT Network & DTR. • Gives the complete lists of affected consumers incase of network break at a particular network asset. • Display of Affected Network • Display of Affected Consumers
Trouble Call Management (TCM) • Manages Complaint Registration and Complaint • Dispatch functions. • Following are the key functions of TCM: • Registration of consumer complaints • Dispatching to field staff with reference to location • Tracks the status of complaint with attended information • Statistical reports on turn around times & type of complaint
Advantages of GIS Utility Implementation • GIS Utility survey provides, Consumer indexing and asset codification for Efficient network management and Accurate data management • Geo reference network display enables easy identification and setting up new connections • Provides necessary information on land use pattern for planning optimum expansion of network and enables more systematic network operation and maintenance • Sorting of consumers based on feeder and DTR which helps in fault identification and energy auditing • GIS helps us engineers to acquaint with distribution network and route
Advantages of GIS Utility Implementation cont…. • Aids in planning and analyzing future expansion of the utility network • Utility software facilitates analysis of load for DTR and Feeder wise • Decreases turn around time for servicing complaints • Improves efficiency by means of periodic scheduled assets maintenance • Decreases the outage levels of assets and increases operational efficiency of the system
Advantages of GIS Utility Implementation cont…. • Provides the facility to analyze the load status of DTR • Provides facility to conduct energy auditing, load forecasting and voltage regulation based on feeder and DTR level, • Provides facility to reconfigure network as per requirement • Power pilferage analysis by determining the amount of power consumed by a particular Transformer against the load sanctioned • GIS implementation helps in Analysis of Power flows and load balancing
Advantages of GIS Utility Implementation cont…. • Virtually reconfiguring / replacing conductor types / placing capacitors, voltage regulators to analyze the voltage regulation for system improvement • Based on available information user can analyze reliability indices of feeders • Integration with billing system and Energy audit study, gives the information about total energy losses (technical and commercial) in the system
Challenges & suggestions Challenges Public awareness of the activity Availability of citizens during survey Co operation to provide information In proper existing billing records Locations and access of meters Logistics and languages Co operation and owner ship from staff Availability of skilled staff for executing suggestions Conduction of awareness program to staff and citizen Training local educated citizen for data collection Training staff for field data verification Developing the tools for verification and validation of the data Allocation and release of funds in time Regular monitoring of all activities
