2. Formal status of SA hosting In May 2008, Cabinet approved that DEA launch a bid to host COP 17 and CMP 7 in 2011.
The UNFCCC 14th Conference of the Parties by decision 9/CP. 14 accepted DEA’s offer in December 2008.
In 2010 DEA started with a processes for bidding to host COP 17 & CMP 7
The cities of Cape Town, Johannesburg and Ethekwini municipalities were invited to bid.
The evaluation committee which comprised several key State departments recommended to the IMC Durban as the preferred host city.
3. Achievements Cabinet endorsed the IMC decision for Durban to be selected as the host city for COP17 & CMP 7.
The last leg of approval for Durban as the host city was concluded when the United Nations Framework Convention on Climate Change endorsed SA’s decision.
4. Budget Draft budget submitted - Treasury approved R4 million in 2010 for preparation, but did not approve 2011 budget – indicating R107 mil (numbers too high; requires funding model with Provinces, Donors, Departmental contribution.
The Department has initiated a process of soliciting donors to supplement current budget. A meeting with interested donors is scheduled for beginning of February.
The Department is also working on memorandum of agreement with the host city to finalise the city’s contribution.
5. Logistical arrangements IMC is already in place and supported by FOSAD
The Intergovernmental Committee on Climate Change (IGCCC- Interdepartmental structures ) and the National Committee on Climate Change (NCCC- stakeholder committee ) are already in place.
The Logistic sub-committee of the IGCCC is scheduled to have its 1st meeting on the 3rd Feb.
6. Content Management & Challenges No serious planning on what COP 17 & CMP 7 should aim to achieve was done in 2010 because SA had to get a mandate from COP 16 which concluded on the 10th December 2010.
DEA plan to using the first 2-3 months doing bilateral consultations in order to listen to country views on what they expect from Durban and identify issues that would require more intensive group consultations. The main challenge around this is tat so far an envoy has not been appointed by cabinet.
Cabinet has also not appointed the COP president who can also give direction on the overall consultation process.
Budget might escalate depending on the number of consultation meetings that SA needs to host.
