Hydrologic & Hydraulic Analysis • Hydrology – amount of water, minimum 2-, 10- and 100-year storms. (ultimate development). • Hydraulics – how the water moves. Compare existing to proposed conditions. • Methods used must be in the public domain and verifiable.
COMAR 26.17.04Construction on Nontidal Waters and Floodplains • H&H analysis required for changes to the course, current or cross-section of waters of the State (unless waived). • Waters of the State includes the 100-year floodplain for all regulated streams. • Stream restorations – analysis needed for proper design.
H&H Analysis used for: • Increased risk of flooding to others from any analyzed storm (.10’). • Any area, not owned by the applicant, subjected to flooding increases must be purchased, placed in a designated flood easement, or addressed by other means. • “other means” is typically affected property owner sign off.
H&H Analysis used for: • Assure stability through sheer stress comparison of the project reach and immediately U/S and D/S (10%). • Withstand flood forces. • Changes to mapped FEMA floodplain.
