  3. Purpose of theEvacuation Liaison Team • Facilitate information exchange between states • Provide FEMA and USDOT Headquarters with timely and accurate information

  4. Duties of the Evacuation Liaison Team • Collect evacuation and transportation data from states • Compile data into information • Share the information with the states

  5. Evacuation Liaison Team Membership • U.S. DOT • FEMA • U.S. ACE • State EM and DOT contacts

  6. Evacuation Travel Demand Forecasting Model (TDFM) • Web based GIS tool to run on Windows Explorer • Requires three inputs for each county • Storm evacuation category, tourist occupancy, participation rate • Additional inputs - traffic counts, directional number of lanes • Distributes evacuees among pre-determined destinations based on hurricane evacuation studies • Traffic volumes and updates not real-time, by design in this version of the model

  9. Findings from the Table-Top Exercise • The ELT concept was successful • The TDFM improved communication among the states and ROC • The TDFM gave a reasonable idea of the likely state to state traffic volumes

  10. Next Steps for the ETDFM • Inclusion of coastal states from Texas to Delaware • Inclusion of all threatened counties and major evacuation routes • Identification of major incidents along the evacuation routes
