Defining integrity What is integrity? • Against the backdrop of these challenges, in 2012 the Teacher Creativity Centrepartnered with Integrity Action to carry out a pilot • Targeted schools in the West Bank • Encouraging the youth • Demand integrity • Engagewith their local community • Inspire a culture of transparency and accountability

Defining integrity What is integrity? • In June 2014, the municipality commissioned a contractor • Improvements to 11 roads in the village • The works included • Paving • Resurfacing • Building sidewalks • The roads were greatly improved but significant problems still remained • Community was not consulted • Dissatisfied with the work • Uneven surfaces • Unsafe pavements • Potholes

Defining integrity What is integrity? • Joint Learning & Community Engagement • The students of Tammoun high school were trainedin CIB • Three roads were selected • They then devised a survey to measure satisfaction • Interviewed community members who lived close to or used the roads
Defining integrity What is integrity? Building an evidence base • Survey revealed dissatisfaction • Dimensions • Site visit to investigate • Photos • Measurements • Samples of tarmac • Technical support from engineers • Face-to-face • On-line research
Defining integrity What is integrity? • Comparing findings • Access to original tender document was challenging • Initial request was met with resistance • Translation was needed from English to Arabic • Discrepancies were found! • Follow up • Meeting the chief engineer of the project • Several visits to municipality were needed • Follow up visits were held to work through issues
Defining integrity What is integrity? • Issues discussed • Differences in height of the pavements • Explained: Tree roots under the road • Peeling paint • Explained: Poor quality paint due to Israeli product boycott • Students found three local companies with good quality paint • Only two layers of paint applied instead of three • Other issues: • Gaps in paving • Missing sign posts • Several roads were shorter than in the tender

Defining integrity What is integrity? • Constructive engagement • Public hearing with • Municipality • members of the public • Students presented their findings • ‘Fixes’ suggested • Municipality responded: • Trees blocking access • Difficulty transporting materials • Citizens may object to rework on private land • Weather would affect the work • Citizens would complain about dust
Defining integrity What is integrity? • Conclusion • The students were undeterred • Spoke with the community again • Assessed potential impact on nearby properties • Their findings were clear - the benefits to local citizens vastly outweighed the issues raised at the public hearing and holding off on renovation work could no longer be justified. • On 5th August 2015 they visited the Governor of Tubas • Gained his support • Works began • Students continued to oversee the project

Defining integrity • Closing the loop • The students held a series of meetings and seminars on the subject of social auditing for other students • The practical benefits of the roads being repaired are felt across the whole community • Lasting impact in the community involvement in planning of public services • The project built an awareness that people have the power to demand improved services and it built a culture of trust and accountability within the community • The Ministry of Education in Palestine now plans to expand this programme to more than 200 schools • We have agencies of the Kenyan government wanting to implement this approach in 300-500 schools across the country in 2016
