NCE : The industry must «own» the NCE application Identify and getconfirmation from theindustry, academia and business developersthatwant a broad and long term relationships for furtherdevelopmentofthe Oslofjord region. Aim: To strengthentheinnovationactivities in ourclusterwillboostvaluecreation. Aim and Strategy to be harmonisedwiththepotentialwesee and challengeswearefacing. Identifyclearcommoninterests in thecooperation and visualisepotential for furthergrowth. Launchactivitiesthatwillenhancetheinnovationculture The program: To developthe Oslofjord region to become NCE Maritime operations and services Weshall show ourcommoninterests, regional strengths and advantagesthatwefind in geographicalclosenessamongtheactors. Weshallcooperatewithotherclusters (OOF, Subsea Valley, NCE Systems Engineering, Kongsberg, Vannklyngen, NCE Maritime, SARiNOR etc.)
Possible sub-projects 1) Developournetwork to secure status as worldleading in maritime operations and services? • Innovation and business developmentwithin maritim technology and services. (HBV study) • Better understand howtheinfrastructure is felt by theindustry in our region • Capacity to absorb new knowledge in the company / organisation • Flow of innovation relevant information between companies in the region (The innovationcommittee’sresponsibility) 3) Demandingcritical and simultaneous maritime operations? (Simulator based training centre – separate projektgroup; phase 1 to establishthedemand and interst for thecentre: budget ½ mill. NOK) 4) Environmentalchallenges and theroad to sustainablesolutions for the maritime industry? 5) Recruitment, education and competence? Background for deciding to develop a centre • Wellestablishedcontingencycentre for fire, safety and rescue training. • Assumeddemand to develop a competencecentrethatcanset standard for newcontingencyprocedures in fire safety and rescue training • Joint training and scenario-training wherelargecrews, togetherwithrescuecentres and ownersidentify risks and performemergency management training • Improveoperationalprocedures and developnewwheresuchneed is uncovered • Develop and test thefuturesolutions and procedures for Shortsea, Seismic and Industrial shipping withadvanced simulator and scenario models. • Todays offer at Bakkenteigen is advanced, ref PGS’ training program, butwefeelcapacityneed to be boosted • Center for Simulator Maritime Training (CSMART) i theNetherlandswasstudied as apossiblemodel (Owned by Carnival and used by the cruise industry from all over theworld, app. 7 500 participantsyearly) • Norsk Maritimt Kompetansesenter in Ålesund visited • Cooperation with Fosnavåg Offshore Simulator discussed
Development of a «maritim competence-HUB» • Maritimt Forum Oslofjord shallcontribute to thedevelopmentofthe maritim clusterin the Oslofjord region with NCE status as our goal • A maritime competencecentre as a networkprojectwillcontribute to this goal • Høgskolen i Buskerud and Vestfold is oneoffouruniversity colleges in Norway giving higher maritime educationincluding Master programs • The industry’sactiveparticipationwillstrengthenthefoundation for long term internationalcompetitivedeliveries • Redningsselskapet has theambition to become leader in safety and rescue • BoughtNMU. New owner and private investment in simulator and safety and alsowiththeaim is to expandwith a newresuecentre at Langgrunn
The roadahead for a maritime competencecentre Maritimt Forum Oslofjorden has togetherwith a groupofshipowners and other maritime playerstakentheinitiative to establish a business cooperation to establishtheinterest for establishing a maritime competencecentre in the Oslofjord region. StartupAugust and phase 1 runningtill late fall 2014 Phase 1: Describethecentreconceptually, evaluateneed and marketpotential Budget 350 000 NOK. Phase 2: If sufficientinterest, theprojectshallmaterialise, otherwiseterminate it.
