RADIATION PROTECTION TRAINING REGULATIONS • Law on Radiation Protection(adopted on 1 April 1999) • Order of the Minister of Health Order No. 1001 On the Approval of Compulsory Radiation Protection Training and Instruction Procedure (adopted on 22 November 2011, came into force on 1 May 2012). • Hygiene standard HN 73:2001 Hygiene Standard HN 73:2001 “Basic Standard of Radiation Protection” adopted by the Order No. 663 of 21 December 2001 of the Minister of Health. • Order of the Director of Radiation Protection Centre Order No. V-2 On Establishment of Attestation Commission for Persons, Training Persons Responsible for Radiation Protection and Workers Conducting Practices with Radiation Sources and on Approval of Its Statute (adopted on 18 January 2012).

Overview on the draft Policy documentAN OVERVIEW ON THE NATIONAL STRATEGY • The National strategy for E&T is covered under the Order of Minister of Health, as well as the Radiation Protection Law, and according to these legislations all specialists have to be trained, who are working with ionizing radiation sources or are responsible for RP. • An official Strategy of Radiation Protection Training was adopted in 2008by the order of RSC Director indicates and includesessential points (like assessment of national resources and capabilities, analysis of E&T needs, mission, vision, goals, tasks, criteria of efficiencyassessment and etc.). • The refreshment of the Strategy has been done in 2014.

Overview on the draft Policy documentAN OVERVIEW ON THE NATIONAL STRATEGY Commitments and Obligations The aim of Radiation Protection Training Development Programme (Strategy) is to carry out the analysis of legal regulation of compulsory training in radiation protection and radiation protection training needs, to assess the facilities of training in radiation protection, establish Programme’s vision, mission, goals and directions for their implementation and the indicators of effectiveness.

Overview on the draft Policy documentAN OVERVIEW ON THE NATIONAL STRATEGY Relevant Stakeholders The employees, also those responsible for radiation protection, officers (State Border Guard, fire and rescue, state security, customs, police, prosecutors, etc.), medical emergency specialists, administration of metal scrap and metal waste recycling and management enterprises. Various public groups – pupils, students, journalists, students of the Third Age University etc.

Overview on the draft Policy documentAN OVERVIEW ON THE NATIONAL STRATEGY Advising and Monitoring Mechanisms The purpose of surveillance- to monitor, coordinate, analyze, assess and evaluate the activities of organization of compulsory training in radiation protection. Where irregularities are found, the RPC can completely or temporarily eliminate the validity of the training program(s). RPC specialists perform inspections to check if compulsary training radiation protectionis proceeded timely. Employers who do not meet these requirements, take the responsibility according to the law.

14. Moving towards a National Policy/Strategy WhyLithuania would decide to move towards the establishment of a national policy/strategy for education and training: • to carry out the analysis of legal regulation of compulsory training in radiation protection; • to find the training needs of radiation protection training; • to assess the facilities of training in radiation protection; • COUNCIL DIRECTIVE2013/59/EURATOM of 5 December 2013.

15. Way Forward Next Steps: • Improvement of the Policy document; • Continuation of the training quality analysis to improve the quality; • Collaboration with Universities on managing the study programs to be supplemented by radiation protection compulsory training programs; • Establishment of e-learning system; • Continuation of collaboration with first responders to assure their compulsory training provided by their training centres.
