PRESENTATION TO PARLIAMENT Introductory Comments by Chairperson 5 JUNE 2013
INTRODUCTION • CGE is an independent statutory body created in terms of section 187 of the Constitution of the Republic of South Africa • The vision of the CGE is to strive towards a society free from all forms of gender oppression and inequality. • The mission of the Commission is to promote, protect, monitor and evaluate gender equality through undertaking research, public education, policy development , legislative initiatives, effective monitoring and litigation. • CGE has a power in terms of the Constitution to :-monitor, investigate, research, educate, lobby, advise and report on issues concerning gender equality • In terms of PEPUDA section 20 (1) (f) CGE can institute proceedings in the Equality Act • Section 11 of the CGE act provides functions and powers of CGE
CGE acknowledges role played by Portfolio Committee and CGE Family • Appreciates the role played by Parliament through the Portfolio Committee on Women, Children and People with Disabilities to cause CGE to account through presenting Quarterly reports, Annual reports, and strategic plan presentation • CGE acknowledges support received from committee including attending some of the CGE activities • Leadership shown by committee in guiding CGE • Leadership and Supporting role in National gender machinery as well as complementary role or monitoring role in advancing gender equality in Republic of South Africa • Acknowledges role played by staff and Commissioners in executing the CGE Mandate
Critical issues affecting the Commission • Low baseline is source of all CGE financial woes i.e. Human resources issues, programmes and support services • Request portfolio committee and Parliament assistance to ensure that CGE gets adequate funding • Strategic Risk to underfund gender equality i.e. cannot adequately deal with patriarchy, GBV and other substantive gender equality issues. • Terms of Commissioners coming to an end next year on 30 May 2014 • One Commissioner has resigned • Kader Asmal report recommendations still hanging
Critical projects that fall outside CGE budget • Gender Summit:- projected budget R 2.5 Million: • African Gender and Development Index (AGDI) report, 1,5 Million. Current budget allocated 500 0 00 (cost include, training, advisory board, drafting of report, lay out, design and printing • Assessment of the Country APRM report :- R 500 000 (drafting of the report, peer review, editing, lay out design and printing • Development of Training manual for CEDAW programme R500 000 (consulting, drafting, peer review, editing, layout and design)
ENGAGEMENT WITH RELEVANT STAKEHOLDERS – (to mention just a few) • Engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress by conducting Employment Equity Hearings in all provinces. • Commissioners will continue to engage civil society organisations, tertiary institutions, Private Sector, Political parties, Institutions Supporting democracy, House of traditional leaders, all spheres of government • CGE will continue to participate in the Equality Review Committee as per PEPUDA, participate in the IEC selection committee as per IEC act as well as participating in the Demarcation Board Commissioners Selection panel as per demarcation board act.
Internal Oversight mechanisms Commissioners have reconfigured committees to hold secretariat accountability and established the following committees :- • Finance, Audit, Human Resources, Information technology, Legal and Complaints, good governance, Research and Education, Strategic plan, Annual Report and M&E • Section six committee that drives and advises commissioners on the strategic programmatic path that CGE should follow. • Terms of Reference of all these committees have been developed and adopted by plenary
