Introduction • Mineral deposits discovered in the second half of 19th Century in 1867 – to date the country is still grappling with triple challenges of inequality, poverty and unemployment • Mining labor geography – migrant labor system, compounded labor, fragmentation and informal settlements • Fatalities – between 69000 – 10000 in the first century before 1994 an average of 690-1000 per year. Current average 116 • Changing labor relations – freedom of association, Majoritanism & thresholds, volatile industrial relations, emergence of AMCU and poor acceptance of change by employers • Role of Chamber of Mines and adversarial collective bargaining Parliamentary portfolio committee on mineral resources

Conclusion • Parliament to play a developmental rather than regulatory role – emphasis on developmental priorities of the Country (Developmental State) • The second transition agenda to be underpinned by transformation of the mining industry • Need to deal with structural imbalances of the past • To use mining as a catalyst for industrial development in South Africa • To invest in research and innovation - there are counterfeit commodities that are being discovered to replace African minerals. There is need to find African solutions to these challenges (Models to drive the price down) • Review the BRICS arrangement to ensure that it actually benefits South Africa.
