Challenges for PANCAP Emphasize and enhance key functions dealing with: • knowledge transfer: documentation and dissemination of lessons learned from successful initiatives elsewhere for country and regional level adaptation • intra-regional learning/information sharing: reinforced with technical assistance from UN agencies (according to their areas of competence and mandates) • sharing of resources: maximizing available human, financial and other resources for greatest impact, including through multi-country and joint agency programming

Challenges for PANCAP • Improving collaboration at country level with the UN System and Joint Teams on HIV for concerted action • Fostering tripartite collaboration among governments, civil society, private sector and development partners/donors for efficient and effective programme delivery that maximizes results

  4. Joint UN Collaboration with PANCAP: Possible Areas • HIV and AIDS as outcome in UNDAFs being developed in the Caribbean: “An enhanced enabling environment for the reduction of HIV and non-communicable diseases (NCDs)” Outputs: • Awareness and advocacy on policy instruments to address stigma, discrimination and vulnerability • Enhanced user-friendly quality services for the prevention and treatment of HIV and NCDs (through technical assistance, financial resources, capacity-building and partnerships)

  5. Joint UN Collaboration with PANCAP: Possible Areas • Surveillance systems for HIV and NCDs strengthened (through technical assistance, financial resources, capacity-building and partnerships) • Advocacy and support for the adoption/adaptation of the Regional Model Policy on HIV-related Stigma and Discrimination Model Anti-Discrimination (HIV and AIDS) Legislation

  6. Joint UN Collaboration with PANCAP: Possible Areas • The Regional Model Workplace Policy • ILO Recommendation concerning HIV and AIDS and the World of Work • Promotion of human rights-based approach in the formulation of national HIV-related legislation across various sectors • Building/enhancing capacity in data collection, analysis, reporting/access and use in policy-making and strategic planning in different sectors

  7. Frameworks for Collaboration with PANCAP • MDGs • Caribbean Regional Strategic Framework on HIV and AIDS 2008-2012 • Regional HIV and AIDS Strategic Plan for the OECS, 2011-2016 • Getting to Zero: UNAIDS Joint Programme Strategic Plan, 2011-2015 • UNDAFs (Barbados and the OECS, Guyana, Suriname, Trinidad and Tobago) existing and being developed for 2012-2016
