BECC Project • Goals • Increase awareness and encourage discussion of behavior, energy and climate change • Facilitate interaction, exchange & collaboration • Compile and summarize some of the key lessons from past findings • Expand support for behavior and social science research • Increase integration of behavior perspectives in technology, policy and program development

BECC Advisory Summit: May 31 Strong interest, active discussion, many suggestions Majority of BECC Advisors attended (45 people) Brief background on behavior research Dr. Loren Lutzenhiser: “What do we mean by behavior and decision research and how can it contribute to CA’s response to climate change.” Advisors: What do you wish we knew? Interactive, cross-sector discussions Generated a “wish list” of about 100 ideas Advisors: Key areas of interest and strategic opportunity? Initial ideas but more discussion needed Advisors committed to continued engagement Advisors: Focus areas for BECC conference, website, summaries? Recommendations are being used to frame subsequent BECC activities

Summit: How Behavior Knowledge Can Help California’s Climate Response • Improve technology design, commercialization, adoption and appropriate, on-going use • Make policies and programs more effective and less costly • Encourage climate positive actions and decisions by individuals and businesses • Refine analytic models on which policies are based to better predict policy impacts

Summit: Some Areas of Interest/Opportunity • Utilities: Can behavior change strategies be an energy resource? • Policy: Incorporating behavior into AB32 implementation, response to policy approaches, effective and ineffective laws, regulation • Technology Research: Incorporating behavior insights at all stages. • Measurement: Impact of behavior-based activities – baselines, attributing changes, addressing constraints of current protocals • Policies/Models/Forecasts: Underlying assumptions need updating - most energy use by individuals (and even businesses) is not primarily based on “economically rational choice” and “payback analysis.” • Programs: What have we learned from 30 years of process evaluations? Getting more out of programs. Going beyond $ incentives • Consumer behavior: Segments, motivation, effective intervention, relationship of information, attitude formation and behavior change • Groups/Communities: social norms, social networks, competitions

BECC Website and Bibliographic Database Collaboration: Precourt Institute for Energy and Environment (Stanford) Will host, fund and manage BECC website/database development Precourt People Institute Director – Dr. Jim Sweeney BECC Website/Database – Director, Dr. Carrie Armel Assistants: Adam Bad Wound and Ben Dudek Website will include Selected summaries or overviews Links or citations for research relevant to BECC • Applicable research in other areas (public health, psychology, social marketing, communications, etc.) • Energy-efficiency behavior research List/links of researchers (searchable by area of expertise) Will NOT duplicate CALMAC site, but will link to it Your help will be appreciated!

Summaries/Overviews of Key BECC Areas • Will be presented at the November 8-9 conference and included on the BECC website • We are in the process of identifying areas and authors… suggestions? • Some topics being considered • Behavior change as an energy resource • What we’ve learned from 30 years of process evaluation • Insights from other areas of behavior research • Behavior and AB32 implementation • Consumer behavior and energy-efficiency • Behavior and energy models/forecasts

National BECC Conference: Nov 8-9 • Planned for Sacramento or place with easy access for CA policymakers, researchers, implementers and influencers • Framed around priority behavior topics from Summit • Accelerating technology solutions • Changing behavior as an energy resource • Motivating individual/group action • Informing policy (including AB32) • Improving program effectiveness • Re-evaluating assumptions, models and forecasts • Collaboration: ACEEE, Utilities, CEC, other government agencies, businesses (yet to be determined) • Assumes funding is available
