Bay Area Air Quality Management District CEQA Air Quality Guidelines September 2, 2010
Outline • Role of Bay Area Air Quality Management District (Air District) in California Environmental Quality Act (CEQA) Review • CEQA Air Quality Significance Thresholds • Greenhouse Gas Emissions • Community Health Risks • Criteria Air Pollutants and Ozone Precursors
Bay Area Air Quality Management District • Role of the Air District • Air Quality Guidelines and environmental review • Overview of the CEQA Air Quality Guidelines
Greenhouse Gases • CEQA Greenhouse Gases Checklist Questions: • Generate greenhouse gas emissions that may have a significant impact on the environment? • Conflict with any applicable plan, policy, or regulation intended to reduce greenhouse gases? • Significance Criteria Source: BAAQMD, 2010
Community Health Risks • CEQA Air Quality Checklist Questions: 3. Would the project expose sensitive receptors to substantial pollutants? • Significance Criteria Source: BAAQMD, 2010
Criteria Air Pollutants & Ozone Precursors • CEQA Air Quality Checklist Questions: 1.Violate any air quality standard? 2.Result in a cumulatively considerable net increase of any criteria pollutant ? • Significance Criteria Source: BAAQMD, 2010
Summary • Implementation of significance thresholds and methodology is ongoing • City continues to work towards Citywide solutions to air quality and greenhouse gas emissions. • For now, expect more CEQA documents to: • Conclude significant greenhouse gas impacts • Emphasize health risk impacts • Conclude more significant air quality impacts
