  3. Background • UK has permitted Limited Icing Operations for 30 years or more • Using CAA G610 • CAA Paper 96009 OST 02-05

  4. Background • EASA have proposed a Special Condition to cover Limited Icing OST 02-05

  5. Background • A working group of the HSST drafted the limited icing paper, draft NPA and RIA • This was done in parallel with the EASA SC. • Consensus was achieved between: • NAAs (delegates to the HSST) • EASA • Manufacturers • EHA • Icing paper accepted by the HSST as a mature document and submitted to the OST OST 02-05

JAR OPS JAR OPS Ice and other contaminants - flight procedures (a) An Operator shall establish procedures for flight in expected or actual icing conditions (b) A commander shall not commence a flight nor intentionally fly into expected or actual icing conditions unless the aeroplane is certificated and equipped to cope with such conditions. OST 02-05

JAR OPS JAR OPS 1.346 Ice and other contaminants - flight procedures (a) An Operator shall establish procedures for flight in expected or actual icing conditions (see ACJ 1.346 and JAR OPS 1.675) (b) A commander shall not commence a flight nor intentionally fly into expected or actual icing conditions unless the aeroplane is certificated and equipped to cope with such conditions. JAR OPS 3.346 Ice and other contaminants - flight procedures (a) When appropriate, an operator shall establish procedures for flights in expected or actual icing conditions (See ACJ OPS 3.346 and JAR OPS 3.675). (b) A commander shall not commence a flight nor intentionally fly into expected or actual icing conditions unless the helicopter is certificated and equipped to cope with such conditions. OST 02-05

  9. HSST Proposal • The Flight Manual states the in-flight limits and procedures • JAR OPS 3 needs to show Dispatch Criteria that will allow the FM Supplement to be used. • This can be done through changes to ACJ OPS 3.346 OST 02-05

  10. HSST Proposal-ACJ OPS 3.346 • “For operations overwater and to coastal aerodromes” • Special Condition • Limited icing clearance must include a means of vacating icing conditions from any point within the declared envelope • Special Condition. OST 02-05

  11. HSST Proposal-ACJ OPS 3.346 • 500 ft layer of positive temperature air must exist offshore or MSA + 500 ft onshore. • An approach in IMC onshore may be made with the zero degree isotherm below MSA providing the Landing Forecast shows a cloud ceiling of DH/MDH + 400 ft * OST 02-05

  12. HSST Proposal-ACJ OPS 3.346 • Any descent into a band of positive temperature air should take place over the sea or as part of an instrument procedure • The aircraft should not be dispatched without a serviceable Radalt and Airborne Radar - MEL should reflect this. OST 02-05

  17. Detailed Proposal • b. The need for the Flight Crew to use the best available information to ensure that there is no unavoidable icing of a severity worse than the flight manual continuous limit along the planned route at the planned altitudes or flight levels; OST 02-05

If the approach is made in IMC and the 0C isotherm is at or below the MSA with no band of positive air above MSA, then in order to ensure a missed approach back into icing conditions will not be necessary, the minimum Cloud Ceiling in the Landing Forecast should not be less than DH/MDH + 400 ft OST 02-05
