Reliability Standards • Developed through an open and balanced standards development process • NERC Reliability Standards • FRCC Regional Reliability Standards • All reliability standards must be approved by NERC and FERC for mandatory enforcement • Order 693 • Order 706 • Other orders • Applicability based on registration (functions) • NERC Functional Model provides basis
Standard Authorization Request • • Any interested person/entity can submit SAR • Reliability Standards Development Procedure V6.1, pg. 35 • • Establishes purpose and scope of a new standard or refinements to existing standards • • Must support a specific reliability goal • • Details justification and impacts to reliability and • markets • • Submit to NERC Standards Process Manager
Standard Authorization Request • Sponsored by requester until standard authorized for development • Standard Committee may appoint SAR drafting team to assist requester • Public comments on proposed SAR (multiple postings possible) • Standard Committee authorizes standard development when consensus reached on purpose and scope of SAR
Drafting Teams • • Standards Committee appoints drafting teams • Solicitation for volunteers announced to: • NERC roster, Standards, RBB mailing lists • Look for balance across segments, regions and related experience • Try to keep teams to manageable size • Anyone can participate, open meetings • Normally have SAR and STD drafting teams
Drafting Team Members • Represent their industry segment and organization • Provide knowledge and expertise • Provide segment feedback on standard development activities • Provide response to comments of the industry on proposed standards • Educate industry on standards development process
Registered Ballot Body • • To vote on standards projects, organization must first be a RBB member. • • To be an RBB member you must: • Qualify for one of the 10 stakeholder segments • Register with NERC to become part of RBB • Can register for all segments that apply to your organization, some restrictions for affiliated companies etc.
Stakeholder Segments 1. Transmission Owners 2. RTOs/ISOs 3. Load-Serving Entities 4. Transmission Dependent Utilities 5. Electric Generators 6. Brokers, Aggregators, Marketers 7. Large Electricity End Users 8. Small Electricity Users 9. Federal, State, and Provincial Regulatory or other Government Entities 10. Regional Reliability Organizations and Regional Entities
Ballot Pool • To vote on a particular standard, a RBB member must sign-up for specific ballot pool during open request period. • Announcement made at least 30-days prior to ballot for ballot pool participants. • Weighted Segment Voting is the official mechanism to determine consensus for a standard.
