Encourage (focus on) Participation • Residents as co-producers of reduced energy usage • Hardware & installations should be accompanied by education & outreach to occupants • Meter(ing) data crucial dimension of verification and education • Set performance thresholds much higher than 10 or 20%
Improve Accountability • Meter data essential component of verification • If programs don’t register at the meter why do them at all? • Consumption targets • Savings must translate into absolute reductions in consumption • Shift responsibility for achieving goals to energy users • Provide technical assistance but yield ownership
