The Spoils System • The spoils system rewarded supporters with good government positions • Jackson believed that experience counted was important, but • loyalty and young blood counted more • He went to work on overhauling positions and erasing the old guard • 1/5 of the federal bureaucrats were replaced • Many of those discharged were devastated

The Nullification/Tariff Crisis • The Tariff of 1828 was a heavy tax on imports designed to encourage the purchase of American-made goods by American consumers. • The tariff was embraced by the industrial North, but dislike by the South because they had to pay more for manufactured goods and they were fearful of Europe placing a tariff on their exported cash crops (cotton). • Southerners called it the Tariff of Abominations
The Nullification/Tariff Crisis • Using the idea of “nullification” proposed by Jefferson and Madison in the VA and KY Resolution, South Carolina declared that states had the right to nullify federal laws. • It even threatened to secede from the Union. • After the passing of another tariff in 1832, SC did declare the tariffs null and void and refused to collect the tax. • Using the Force Bill, Jackson threatened to use federal troops to occupy SC’s ports and collect the tariff if they did not comply • How did this crisis end?
