Technical Standards, Guidelines & Manuals • The custodianship for the development, maintenance of National Standards is the SABS. • The custodianship & funding for the development and maintenance of road infrastructure Technical Norms, Guidelines & Manuals has traditionally been with the Committee of Land Transport Officials (COLTO), now known as COTO). • Agrément South Africa is responsible for the assessment and certification of innovative non-standardised construction products, systems, materials, components and processes, which are not fully covered by a South African Bureau of Standard or code of practice

Coordination Structures (Inter-Governmental) • Roads Coordinating Body (RCB) • RCB was established to streamline and co-ordinate service delivery planning and implementation and to ensure integrated delivery. • RCB consists of DoT, National Treasury, DPLG, Provincial Roads Authorities, Metropolitan Roads Authorities, NDPW, SALGA, and SANRAL. • Functions of RCB include: • Coordination of road sector support, including other relevant stakeholders such as SALGA, DPLG, NDPW and National Treasury, for the implementation of key government programmes. • Monitoring and evaluation of roads service delivery in order to ensure that investment achieves the desired impact. • To identify and schedule key areas jointly with roads authorities in order to allow the latter to prioritize the funds. • Provide Leadership, Monitoring & Oversight to specialist technical sub-committees

Coordination Structures (Private Sector): Roads Pavement Forum (RPF) • RPF is a forum to share and exchange information and technologies and to discuss issues of strategic importance to the roads construction industry • Providing a perspective of overarching strategic issues as it affects pavement engineering. • Promoting best practice; Co-ordination and linkage with other groupings; • Establishment of task groups with specific national objectives; • Provision of sufficient time for participation/discussion/advice and for social interactions; • Dissemination of new technologies; • Provision of a forum for acceptance of technological changes; • Provision of a forum for interaction between theory and practice and for identification of technology development needs. • RPF has been sponsored by the Cement and Concrete Institute (C&CI), the Council for Scientific and Industrial Research (CSIR), the Southern African Bitumen Association (Sabita), the Aggregate and Sand Producers’ Association of South Africa (ASPASA), the South African Ready Mix Association (SARMA), the South African Roads Federation (SARF) & the Society of Asphalt Technology (SAT) in November 2009.

Challenges • Technical Capacity – both in Government & Private Sector • After major restructuring at the Department and the formation of agencies, there has been a lack of investment & resources for the continuing updating these Manuals by DoT. • SANRAL and industry associations have partially been filling this gap, limited by their own space & capacity & resources. • With the introduction of the Road Maintenance Grant, the proposed DORA Bill sates Department is now expected to update the relevant guidelines.
