Key Renewables Integration Questions Is there transmission in the area? What upgrades are required? Where are the best renewable resources areas? Who Pays? $$ What is the impact on Grid Operations and Reliability? What type of renewables? Wind, Solar, Geothermal, Biomass, Tidal, Hydro Can we forecast and schedule the energy production? What is the cost of the energy? What are the reserves and A/S requirements? 2
CAISO Transmission Plan – 20% & 33% Preliminary Renewable Transmission Plan published in August 2008 This report contains several preliminary transmission plans and the goal is to serve as a catalyst for enhancing collaboration with the RETI process on how California can meet its RPS goals. The 33% RPS Goal will present new challenges • 20% renewables plan is dominated by wind generation • 33% renewables is expected to be significantly different as it will include more concentrated solar generation, PV, geothermal, biomass, as well as increased amounts of wind generation. • In addition to more diverse renewable generation resources, the location of these resources will be more diverse. • Aggregation will help smooth some of the variability • Increased quantity of renewable resources will present new challenges
CAISO role in Part 1 of CPUC 33% Study • Review the macro transmission requirements for the different renewables scenarios. (Include RETI info) • What transmission facilities are required to interconnect the renewables? • What network upgrades will be required? • Tie-line issues with adjacent Balancing Authorities? • Determine if there are any transmission interdependencies • Provide advice from an integrated system view of proposed 33% renewables plan
CAISO role in Part 2 • Perform a detailed transmission plan and analysis for the high priority 33% renewables zones. • Perform load flow and transient stability studies for deliverability from the proposed clusters of renewable generation resources. • Identify transmission • Analyze the potential energy production shapes and “fit” with forecasted load shapes for 2020. • Identify potential operating issues such as • reserve requirements, regulation resources, energy ramping, potential over generation issues, and import/export on the ties. • Report on feasibility and required resources
Summary • CAISO is prepared to support the CPUC’s 33% RPS Implementation Analysis • Our focus in 2008 is to finish work on the implementation of the 20% RPS • We support the RETI process and the need to start work on 33% transmission plans • Detailed transmission planning and analysis of operational issues required for Part 2 will start in early 2009.
