Summary of work to date • 1st meeting (Washington, DC, Feb 2002): • 64 participants from 32 countries • Agreed to develop short and long sets of internationally comparable disability measures using the ICF as a framework; census questions a priority • 2nd meeting (Ottawa, Canada, Jan 2003): • 40 participants from 18 countries • Established link between purpose and aspects of measurement via matrix
Summary of work to date • 3rd meeting (Brussels, Belgium, Feb 2004): • 50 participants from 30 countries • Equalization of opportunities selected as purpose of short measure • 4th meeting (Bangkok, Thailand, Sept 2004): • 40 participants from 23 countries • Draft of short measure agreed upon conceptually; revisions to the questions, statement of rationale, and test implementation protocols to be completed
Summary of work to date • Regional workshops (Nairobi, Kenya, June, 2005 and Rio de Janeiro, Brazil, Sept 2005): • Kenya: 15 participants from 12 countries • Rio: 29 participants from 26 countries • Informed countries about the questions, the planned pre-testing, and the pre-test protocols and sought feedback from countries on these activities
Summary of work to date • 5th meeting (Rio de Janeiro, Brazil, Sept 2005): • 47 participants from 31 countries • Revisions suggested for the short measurement set, the accompanying rationale, and the implementation protocols. New workgroup formed to plan and implement analyses of the WG pre-tests; all results pertaining to the six WG questions considered including the WG sponsored pre-tests, the WHO/ESCAP test, and other testing activities

Major accomplishments since Rio • Standardized pre-testing of WG short set in 15 countries • 13 funded via World Bank grant, 2 self-funded • Cognitive tests • Argentina, Brazil, Congo, Egypt, Gambia, India, Kenya, Lesotho, Mauritius, Mexico, Paraguay, Philippines, Uganda, Vietnam, Tanzania • Field tests • Gambia, Vietnam • Underway in Argentina, Brazil, Paraguay
Major accomplishments since Rio • Other tests of the WG short set in at least 11 countries • Greece, Guatemala, Hong Kong, Palestine, Peru, Poland, Romania, South Africa, Sweden, Venezuela, Zambia, and WHO/UNESCAP participating countries (Fiji, India, Indonesia, Mongolia, Philippines)
Major accomplishments since Rio • Received pre-test results / reports from 15 countries that did standardized tests • Will be reported at this meeting • Results from some countries that conducted other tests will be reported at this meeting • South Africa • WHO/UNESCAP countries (Fiji, India, Indonesia, Mongolia, Philippines) • Zambia
Plan for 6th meeting • Focus of the meeting on analyses of pre-test results and “next steps” for WG short set • Products of workgroups on the short measurement set and data analysis • Goal is to make recommendation for the short measurement set which could include necessary revisions and/or additional testing • Other workgroup updates • Extended sets
Meeting and session objectives (Session 2) • Pre-test overview • Introduce plan for reviewing pre-test results • Explain analytical approaches • Review methods of countries that conducted other tests of the WG short set
Meeting and session objectives (Session 3) • In-depth review of WG pre-test results • Review WG pre-test results for each question • Country level analyses • Combined cognitive test analyses • Field test analyses • Discuss revisions and next steps • Review results from pre-test in Zambia • Determine plan for publication • Evaluate additional opportunities for testing (based on country reports) • Determine next steps for the short set
