  3. Recent Activities/Accomplishments July - September 2013 PROGRAM MANAGEMENT- DBO PROPOSAL • Received priced DBO Proposal from CH2M Hill on July 30th • Based on review to date, Proposal appears to be responsive • Negotiations with CH2M Hill are continuing

Recent Activities/Accomplishments July - September 2013 (cont’) PROGRAM MANAGEMENT- GRANTS & LOANS • Continued pursuit of SRF Loans: • Clean Water SRF Application • Submitted by the Agency for the regional facilities ($211M) • Safe Drinking Water SRF Application • Submitted by Woodland for Woodland’s portion of regional and local facilities ($143M) • Eligibility based on lost well capacity due to exceeding MCL’s (nitrate) • Davis would be eligible upon consolidation of North Davis Meadows • Continued pursuit of state commitment for Intake funding • Westside IRWMP approved • DWWSP highly-ranked project

  5. Recent Activities/Accomplishments July - September 2013 (cont’) PROGRAM MANAGEMENT • Issued RFQ to solicit qualified construction quality assurance firms • TerraVerdeenergy analysis proceeding

Recent Activities/Accomplishments July - September 2013 (cont’) ENVIRONMENTAL AND PERMITTING • Section 404 Permit: • Biological Opinion received from USFWS • Biological Opinion from NMFS pending • Microbial Aerosol Study:Six 24-hour sampling events completed; Draft Final Report pending • Working with RD 2035 re: WAPA power sharing at Joint Intake • Working with PG&E to define system improvements/costs to serve RWTF and Joint Intake • Agreement with Yolo County regarding Encroachment Permit requirements

Recent Activities/Accomplishments July - September 2013 (cont’) LAND AND ROW ACQUISITIONS • Agreements reached for following property rights/easements: • Heidrick/McGinnis for Davis Finished Water Transmission Main easement • Oates for 3 parcels near Intake Facility site and along Raw Water Pipeline alignment • Alamar for property near Intake Facility site • CPG for Intake Facility site & Conaway Ranch easements • Sierra Northern Railroad easements revised- transverse crossing only. • CH2M Hill will keep tunnel pits in the road (close Road 22 for 60 days)

Recent Activities/Accomplishments July - September 2013 (cont’) PLANNING, DESIGN, AND CONSTRUCTION • Evaluated solids handling alternatives for RWTF • Reviewed contractor pre-qualifications document for Intake Facility • Provided MWH with design criteria for Agency equipment at Intake Facility

Upcoming Activities/Milestones PROGRAM MANAGEMENT • Continue to pursue SRF low interest loans from Safe Drinking Water Act SRF (CDPH) and Clean Water Act SRF (SWRCB) • Offers from CW SRF and SDW SRF anticipated in early November • Obtain state commitment letter for remaining share of state grant funds (for joint intake - $6.7M) • Continue efforts to obtain WAPA power at Joint Intake • Continue development of ASR Program

  10. Upcoming Activities/Milestones PROGRAM MANAGEMENT (cont’) • Complete “Value for Money” analysis • City of Davis to resolve water rate lawsuit or otherwise confirm ability to finance the project • Finalize agreements with RD2035: • Operations Agreement • Intake Cost Sharing Agreement

Upcoming Activities/Milestones ENVIRONMENTAL AND PERMITTING • Receive Biological Opinion from NMFS • Obtain Finding Of No Significant Impact (FONSI) from Bureau of Reclamation • Receive Section 404 Permit (US Army Corps of Engineers) • Obtain State 401 Water Quality Certification • Begin negotiations for purchase of environmental mitigation credits • Approve Air Quality CEQA Addendum • Complete Microbial Aerosol Study at RWTF Site

  12. Upcoming Activities/Milestones LAND AND ROW ACQUISITIONS • Complete “condemnation” for Riverbank Road • Finalize escrow for RWTF site purchased from City of Woodland • Complete negotiations for final property easements: • SNRR for transverse easement • Lillard for Davis Treated Water Main

Upcoming Activities/Milestones PLANNING, DESIGN, AND CONSTRUCTION • Complete plan with the Yolo County Farm Bureau for Road 22 closure coordination • Shortlist construction quality assurance firms and solicit proposals • Seek approval to award DBO contract to CH2MHill on October 10 • Pre-qualify intake construction firms (RD 2035-October)
