Coming to Grips with ITAR International Traffic in Arms Regulations (ITAR) can not be ignored and has a major impact on international projects • ITAR was impeding volunteer project support • Volunteers were concerned about past history • Ability to deal with ITAR situations in the future is dependent upon clarifying the past • Clear guidance is needed for our officers and volunteers • Rationale for approaching this issue was outlined by Bill Ress, N6GHZ in the “2008 Proceedings” • Training of senior leaders/satellite builders in ITAR Compliance required

International Traffic in Arms Regulations • An attorney was retained to help AMSAT develop a strategy • Submit a ‘voluntary disclosure’ to Directorate of Defense Trade Controls to determine if ITAR violations took place regarding P3-E. • Submit a ‘Commodity Jurisdiction Request’ to put P3-E related items under Export Administration Regulations (EAR) of the Commerce Department • If necessary, look at potential Technical Assistance Agreements (TAA) with foreign partners to allow sharing of information • Consequently, AMSAT: • Submitted a Voluntary Disclosure in January 2009 • Received response from DDTC in March 2009 that ‘violations did occur’ • Met with DDTC in June 2009 to seek advice on next steps • Submitted 4 Commodity Jurisdiction (CJ) Requests in July 2009 to transfer P3-E related items to jurisdiction of the Commerce Department

Overview AMSAT’s Mission Statement As of 21-Feb-04 • AMSAT designs, builds and operates experimental satellites and promotes space education. • Focus is on coverage and availability • Partnerships • NASA, ARISS – Human Space Flight • Education: Foundations, Universities • LEO satellite projects and education outreach • Technical and scientific innovation • Training and development • Designers and Operators.

President’s report for 2008AMSAT’s Vision Statement As of 24 OCT 08 • Deploy satellite systems • Wide area • Continuous coverage • Participation in human space missions • Support a stream of LEO satellites • Developed in cooperation with the educational community and other amateur satellite groups.

Engineering Task Force • Team created October 2008 to develop ‘Next Steps’ Strategy • Team Members: • Bill Ress, N6GHZ (Team Leader) • Drew Glasbrenner, KO4MA • Tony Monteiro, AA2TX • Tom Clark, K3IO • Lou McFadin, W5DID Team was initially tasked with developing recommendations regarding future satellite projects • Use K3IO’s proposal as a starting point • Develop ‘modularization’ strategy to adapt to various structures • Create interface specs/establish engineering standards • Provide engineering budget input for 2009

  11. Engineering Task Force • The team’s purpose evolved to: Propose to the AMSAT Board a realistic and affordable way to get “AMSAT back in Space.”

Engineering Task Force‘Put AMSAT Back in Space’ • Over the Past 12 Months, the Team has: • Evaluated launch opportunities • Reinforced the need for a ‘Modularization Strategy’ • Taken input on desired technology to be placed on spacecraft • Reviewed various satellite-based options • Examined the need for Program-based Management • The Team has developed a set of recommendations to the BOD based upon a number of considerations • Cost to build/launch various satellite configurations • Ability to apply ‘modular design’ • Development time/ability to meet short term launch opportunities • Create opportunities for attracting the next generation of satellite builders • Develop satellites designed to meet the needs of the amateur community • Establish realistic expectations/goals

Engineering Task ForceLaunch Costs • 1U CubeSat: $70,000 to $75,000 (ISIS) • 3U CubeSat: $210,000 to $230,000 • 10 to 12 Kg (AO-51 size) MicroSat: $350,000 to $400,000 • ARISSat: ‘Free’ (Requires education payload to qualify) • Launch costs are significantly lower for LEO than HEO or Geostationary Rideshare

Engineering Task ForceResults of Options Analysis A 12 kg MicroSat, like AO-51, is no longer the low cost way into space AMSAT cannot afford to build and launch a MicroSat at this time We should focus on available ride share opportunities that appear in the future We must take advantage of the low cost CubeSat launch opportunities

Engineering Task ForceRecommendations Fund the building and launch of a 1U CubeSat Continue supporting the ARISSat satellite program Continue to monitor launch opportunities for larger satellites and ride share opportunities Start technology concept development applicable to advanced 1U CubeSats, 3U CubeSats, MicroSat or ride share satellites

  16. Engineering Task ForceWhy Build a 1U CubeSat?? We can fund the building and launch of a 1U CubeSat It will re-establish our credibility to build and launch a satellite which we haven’t done since AO-51 in 2004 We can get AO-51 level of performance in a 1U CubeSat using today’s technology Modules and technology developed on ARISSat can be applied to the CubeSat The new technology developed for a CubeSat is applicable to other satellites such as a 3U CubeSat, ride share, or a MicroSat It can provide opportunities to collaborate with Universities.

AMSAT Board of DirectorsSets New Expectations • The BOD accepted the report of the Engineering Task Force • The BOD has endorsed the recommendations made by the Engineering Task Force • AMSAT must now successfully raise funds to support two projects: • Cubesat + Potential Rideshare Opportunity increases funding needs in 2011; must raise funds NOW to guarantee success • Campaign success will determine timing of launch of the Cubesat • Goal: • $100,000 fund raising campaign in 2010 • $100,000 fund raising campaign in 2011

AMSAT Engineering‘Put AMSAT Back in Space’ • Tony Monteiro, AA2TX is the new VP-Engineering • Engineering Department Focus: • Complete ARISSat-1 • Planning process will begin for the CubeSat project • Satellite “Spec Sheet” • Member Feedback • Project Kickoff • Short Term Task Force is disestablished with grateful thanks for their work over the past 12 months • Engineering Advisory Council will be established appointed by the VP-E • AMSAT Engineering will evolve • New blood • New expectations on program management/documentation/planning • Communications is key • Lessons learned from prior projects

AMSAT Clean Room Litigation • Over the Past 12 Months: • After several months of negotiation, AMSAT removed equipment/parts on 16 MAR 09 and placed in storage (Storage facility + Pod on site) • MDHawk terminated MOU on 20 MAR 09 • AMSAT filed a ‘complaint’ in Worcester County Court, MD on 3 APR 09 • Defendant returned counterclaim on 5 JUN 09

AMSAT Clean Room Litigation • Subsequent to filings, opportunity has developed to use mediation as a means of resolving this dispute • Mediation offers an opportunity to negotiate a settlement • Outside mediator appointed • Negotiations to take place Tuesday, 20 OCT 09 • If Mediation fails, next steps would be: • Discovery by both parties • Court date 29-30 MAR 10

AMSAT Lab: Finding a New Home • Over the past 12 months, AMSAT has had conversations with several universities concerning a potential relationship • In April, AA4KN/KO4MA gave a talk to The Villages ARC on AMSAT • Mention was made of finding a home for the AMSAT Lab • One of the attendees spoke to UF’s Dr. Norman Fitz-Coy • Drew spoke with Dr. Fitz-Coy on 13 MAY about AMSAT • I spoke with Dr. Fitz-Coy on 22 MAY • Since those initial conversations: • A draft MOU has been circulated with UF legal and AMSAT’s attorney, Bruce Bright reviewing it. Awaiting feedback. • Drew Glasbrenner, Bob Davis, and I visited UF on 19 AUG 09 to see the proposed lab space, meet the principal parties, and discuss options • I visited W4DFU, the Gator Amateur Radio Club which serves as UF’s ground station

AMSAT Lab: Finding a New Home • Relocating the AMSAT Lab from the ‘Eastern Shore’ to ‘The Swamp’ offers significant potential: • Location on a major university campus in a state-of-the-art building • Integrated into a facility focused on small satellite development with clean room installation at the host’s expense (not AMSAT) • Potential for student projects focused on AMSAT needs • Broadening of AMSAT’s presence in the wider university community • Potential research/development opportunities for AMSAT and AMSAT members • A program that offers significant traction for education outreach • No timeframe for bringing about a formal conclusion • MOU discussions continue • Internal UF approval still needed • Our attorney will need to review revisions provided by UF

Education OutreachSUNY-Binghamton • On 13 JUL 09, I received an e-mail from Alex Harvilchuck, N3NP of IBM Systems Engineering Integration Center • AMSAT, being a community organization, could become a partner with the SEIC to provide projects in which the students can participate and provide Systems Engineering volunteer support for the organization. • Preliminary discussion with NN3P followed by subsequent conversations involving Bill Ress, N6GHZ and Gould Smith, WA4SXM • Results of this process has been the creation of ‘NextGen Cubesat’ at SUNY-Binghamton as the senior engineering student ‘Capstone’ Project • BOD, meeting in official session on 1 SEP 09, formally approved request for funds to support this project ($1,200.00 donation plus understanding that development hardware costs would be underwritten by AMSAT). • AMSAT will need to provide mentors/consultants to the four teams • A formal presentation to the BOD was made on Friday morning by Alex, N3NP and as a Symposium Presentation • Project offers an opportunity to broaden educational outreach contacts, gain experience in these types of projects and provide basis for follow-on
