CARDS Wider Objective • To support the participation of Albania, Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia and the Former Yugoslavian Republic of Macedonia in the Stabilisation and Association Process, SAp EuropeAid Co-operation Office Directorate A: Europe, Caucasus, Central Asia

  4. SAp • Stabilisation and Association Process is the cornerstone of the EU’s policy to the region. It seeks to promote stability within the region whilst also facilitating closer association with the EU. Through the SAp, the EU has created a framework of new contractual relationships, the Stabilisation and Association Agreements (SAA) EuropeAid Co-operation Office Directorate A: Europe, Caucasus, Central Asia

  5. CARDS Budget • Total: EURO 4 650 million have been allocated to the implementation of the CARDS Programme for the period 2000 - 2006 EuropeAid Co-operation Office Directorate A: Europe, Caucasus, Central Asia

  6. CARDS Areas of Co-operation • Priorities of the Stabilisation and Association process (i.a. Justice and Home Affairs issues, strengthening of public administration, internal market-related areas, environment…) EuropeAid Co-operation Office Directorate A: Europe, Caucasus, Central Asia

  7. CARDS Priorities for ALBANIA • 1. Justice and Home Affairs, notably through the strengthening of the judiciary, ensuring public order, fighting organised crime, fraud and corruption • 2. Administrative Capacity Building, notably through enhancing the overall implementing and enforcement capacity of the Albanian public administration, including as regards specific areas of a future SAA and commitments to WTO. • 3.Economic and social development, notably through providing support to certain key areas such as trade, education and transport. • 4. Environment and Natural resources, notably through institutional strengthening (with particular emphasis on implementation and enforcement issues), improved monitoring of pollution indicators and better urban and regional planning. • 5.Democratic Stabilisation, notably through the improvement of the electoral system and the strengthening of civil society.
