Electronic Reporting • FSA Guaranteed Reports Covered: • 1980-41 Status Reports • 1980-44 Default Status Reports • 1980-19 Loan Closing Reports • Web Access for Electronic Submission • Lender Interface Network Connection (LINC) • Guaranteed Loan System (GLS) • Data Submission is “Real Time”
Lender Requirements • Lenders Wishing to Participate Need to: • Execute revised 1980-38 Lender’s Agreement • Revised 1980-38 has revision date of 07-31-07 • Part H contains new electronic reporting provisions and Authority to Perform Certain Acts: • Designate a Security Administrator to access GLS • Delegate access to other lender employees • Notify FSA of all delegations • Notify FSA when employees with delegations leave • Notify FSA of any security breach of IDs or Passwords
Lender Requirements • Lenders Wishing to Participate Need to: • Create Level 2 e-Auth ID and Password • Required for each employee accessing the system • It is a personal e-Auth ID, not a Lender e-Auth ID • Designate a Security Administrator • Serves as point of contact to FSA • Works with FSA to set up employee access for those lender employees that will actually input the reports • May designate a “back-up” Security Administrator
Authentication & Access • Application Authorization Security Management (AASM) system • On-line FSA and RD database system • Used to authenticate and maintain lender info • Lender employee e-Authentication accounts • e-Auth IDs for each employee • Grant lender employee access to reporting system • Accessed through STO AASM Coordinator • AASM Coordinator adds lender Security Administrator • Security Administrator adds auth lender employees
Roles of Lender Employees in AASM • Security Administrator • Authorized to input electronic data through LINC web site, and responsible for adding Lender Administrator, Branch Administrator, Lender Viewer, or Branch Reviewer in AASM. • STO AASM Coordinator assigns this role type.
Roles of Lender Employees in AASM • Lender Administrator • Has authorization for all branches of the lender, and is responsible for inputting electronic data through LINC web site. • Lender Security Administrator assigns this role type.
Roles of Lender Employees in AASM • Lender Viewer • Has “View Only” capabilities for all transactions associated with the lender’s tax ID for all branches of the lender. • Lender Security Administrator assigns this role type.
Roles of Lender Employees in AASM • Branch Administrator • Has authorization only for a specific lender branch or set of branches of the lender, and is responsible for inputting electronic data through LINC web site for that branch or set of branches. • Lender Security Administrator assigns this role type.
Roles of Lender Employees in AASM • Branch Viewer • Has “View Only” capabilities for all transactions for the branch that the user is associated. • Lender Security Administrator assigns this role type.
Lender Notification And Getting Prepared
Lender Notification • Lenders Notified of Electronic Reporting • Letter in March explained coming availability • Was included with their March 1980-41s • Encourage Lenders to Sign-up for Access • Can sign up now, before 9-30 reports due • Lenders not signing up report in usual way
Getting Prepared • Starts with Revised Lender’s Agreement • Recertifying with new Lender’s Agreement provides authorization to lender employees who will have access to electronic reporting • Standard Eligible Lenders (SELs) • Recertify on 1980-38 with County Office • County Office notifies STO of recertification • Copy of new 1980-38 sent to FLP section in STO • Preferred Lender Program (PLP) Lenders • Recertify on 1980-38 with National Office
Getting Prepared • All Lender Employees Participating in Electronic Reporting must create a level 2 e-Auth ID and Password • www.eauth.egov.usda.gov • Provides internet business access to USDA • Lenders responsible for employee adherence to requirements of Part H of 1980-38 • Lender designates Security Administrator • Must have level 2 e-Auth ID and Password • Informs STO AASM Coordinator of designation
Getting Prepared • Security Administrator Provides AASM Coordinator with: • Required lender information • Work e-mail address for receiving information • e-Auth ID for validation and entry into AASM • Security Administrator receives e-mail msg. • Confirms validation of their personal e-Auth ID • Authorizes entry of additional lender employees with level 2 e-auth IDs into AASM
Getting Prepared • Security Administrator then: • Enters additional lender employees with level 2 e-auth IDs into AASM • Assigns appropriate role for each • Lender Administrator • Lender Viewer • Branch Administrators • Branch Viewers • LINC site: https://usdalinc.sc.egov.usda.gov/ • Electronic Reporting Can Then Commence

FSA Actions Needed • Contact Each SEL Lender in Your Area • Coordinate with other FLMs and FLOs • Extremely important with multiple branches • Encourage Participation • One-on-one visits with key lender personnel • Group meeting or Open House • Use training materials • PowerPoint Show • Handouts
FSA Actions Needed • For SEL Lenders Wanting to Participate: • Get new FSA 1980-38 (07-31-07) signed • Obtain Name of Security Administrator(s) • Also need to obtain work e-mail address • Have Security Admin. Create level 2 e-Auth ID • Self-Register at: www.eauth.egov.usda.gov • Visit Local Registration Authority (LRA) with ID proof • Send copy of new 1980-38 to STO with memo: • Name(s) of lender’s Security Administrator(s) • Work e-mail address(es) of lender Security Admin(s) • Confirm that Sec Admin has leve2 e-Auth ID
Lender Actions Needed • For SEL Lenders Wanting to Participate: • Security Admin. Reports to AASM Coordinator • AASM Coordinator validates & enters in AASM • Security Admin. Considers Roles for Others • For Lender Main Office: • Lender Administrator and Lender Viewer • For each Office where reporting will occur: • Branch Administrator and Branch Reviewer • Security Admin. Has Each Create level 2 e-Auth • Self-Register at: www.eauth.egov.usda.gov • Visit Local Registration Authority (LRA) with ID proof
Lender Actions Needed • For SEL Lenders Wanting to Participate: • Security Admin. Receives e-mail message • Confirms validation in AASM and access to LINC • Security Admin.
