A regional entity formed by the Detroit Regional Chamber to attract new businesses and investment to the 11-county Detroit region. Led by the CEO Group, it serves as a trusted point of entry and fosters collaboration in addressing civic challenges.

CEO Group, Umbrella Entity, and Detroit Regional Chamber differences “No-name” CEO Group Umbrella entity Detroit Regional Chamber • Alignment of ~15 CEOs on key civic challenges facing the region (workforce, youth employment, technical education, regional transit, business attraction) • No staff. No direct funding. Initiatives are executed through internal corporate efforts and staff. • Will market and attract new business investment/jobs from outside Michigan into the 11-county Detroit Region. • 12-20 Board members made up of regional public entities and private sector leaders. • Partner Council will be formed to guide day-to-day activities of entity and to ensure entity is serving the interests 11-county region. • Existing Chamber Business Attraction staff will transfer to new entity – all other Chamber programs remain. • Program focus on industry clusters, talent retention/attraction, events (e.g. Mackinac Policy Conference, Detroit Policy Conference), regional data analysis. • 3,000 member companies, 80 C-suite Board representing private sector interests. The CEO Group will form and govern a new regional umbrella organization jointly with the Detroit Regional Chamber (DRC) Lead umbrella regional business attraction and marketing organization, with the skills and resources needed to enable it to play a number of roles: 1 2 3 4 A trusted single point of entry for new external opportunities to the region, fostering a sense of collaboration across region Keeper of a comprehensive economic development / inclusion database and analytical tools for the region, with rapid response capabilities Driver of the region’s overall business attraction strategy Driver of stronger collaboration among the array of economic development agencies in the region, ensuring that efforts are properly resourced Goal is to drive the region to high levels of investment, jobs, and increase median income

Some key characteristics of the new Business Attraction and Marketing organization Key characteristics of new organization are: • Increased involvement from influential Regional CEOs and Public Officials • Increased funding and staffing from current DRC team. • Staff from 4.5 to ~20 individuals dedicated to regional business attraction • Funding increase from $750K to $6M • Increased metrics and output from what you have come to expect. • From ~200 direct outreach to +1,000 • First time visits from ~15 to +50 • New jobs from ~1,000 in the region to an initial target of 5,000 • Increased collaboration and input from partners. • Structured input and ownership through the Partner Council • Leadership of public entities on the Board of Directors

The umbrella organization governance model will be a private-sector led, public-private partnership • The Board of Directors would include representatives from Public partners as well as private sector. Private sector members will come from the CEO Group, DRC Executive Committee and local businesses; selected foundations would also participate • The initial Chairman of the Board will come from the CEO Group • The Board of Directors would include three committees: • Executive committee • Audit/finance committee • Investor relations committee (manage investors/ funding) • A Partner Council, chaired by two board members, would consist of ~20 economic development practitioners to: • Discuss and coordinate regional economic development activities • Maintain protocols that govern local execution • Inform communications and outreach • Provide Executive Committee with recommendations on revised structure Board of Directors (80% Private Sector, 20% Public) Audit / Fin Committee Executive Committee IR Committee Execution Organization Partner Council’
