NISH Involvement in the Procurement Process • Federal Business Opportunities (FedBizOps) • NISH has a Business Development Office that look at FedBizOps to look for business opportunities by sources sought, synopsis and solicitations. • Market Research • The Government contact NISH during market research to see if they can provide the services that the Government is trying to procure.
Acquisition Planning Process • Market Research • FAR 8.002(2) • JWOD Priority Over the 8(a) Program Memorandum dated July 13, 1998 • FAR 8.7-Acquisitions from NIB and NISH • Capabilities Statement/Proposal • Committee-Procurement List (PL) • Set-Aside Considerations • Industry Assistance should still get the review package but they will send back the request approving going to NISH and not Small Business

Post-Award Process • Contract Signature • The contract is signed by the Non-Profit Organization and the Government (NISH does not sign) • NISH Procuring Agency Report • NISH will send the procuring agency report to the Government. This is a report that captures the contract information such as: period of performance, contract value, service description. Then this information goes into a database that the President’s Committee has access to verify what type of contracts NISH has with the Government. • Distribution of Contract and Modifications • NISH only need copies of modification changing the scope of work or any clauses and a copy of the basic contract. Funding mods or any other administrative mods and delivery orders follow the standard distribution list.
General Questions • How NISH assigns which Non-Profit Organization will work with the Agency? • Based on the requirement and the availability and the capability of the non-profit organization. • Can the federal agency changes the Non-Profit Organization? • Yes, If they are not satisfied with their service, they can contact NISH. After a probation process is the federal agency still wants to change NISH will provide another contractor. • Can you set-aside or fully compete a requirement previously done by NISH? • No, unless the Government no longer needs the requirement or the are not more funds
