Background • LWF’s commitment to accompanying the member churches through CD; • Mutual efforts made and results achieved through CD in churches and communities; • Observations and recommendations made by the HRD evaluation: • Different experiences in the member churches in developing and applying HICD policies (guidelines) and plans/strategies. • Necessity for an LWF policy for convergence, effective coordination, stronger ownership of the churches and synergy with partners. • Recommendation made by the global consultation.
Theological basis • LWF’s theological/biblical understanding regarding mutual accompaniment through HICD … • DMD Program Committee (June 2012 in Bogota) gave directive that the department works on this. • DMD is currently making plans to establish a drafting team. • The need for a communion-wide policy will be revisited in the context of developing the theological basis.
Examples of main areas of accompaniment (HICD) • Facilitating spaces such as: • Conferences, symposiums and consultations in view of broadening and deepening theological reflection, strengthening ecumenical relations and developing interfaith dialogue; • Leadership Seminars/Consultations with focus on strategic needs assessment, long-term planning and policy formulation; • Workshops for enhancing PME skills, strategic planning, organizational development and other relevant areas. • Strengthening capacity for emergency response, diakonia, advocacy and public witness.
Support: • Assisting in streamlining/systematizing HICD plans and priorities, with focus on inter-disciplinary approach; • Enhancing competencies/skills(of leaders, staff and volunteers) through on-job training; • Mobilizing resources for training support (Leadership Development, Theological Education, Diakonia/Development Capacity Enhancement, and Empowerment of People with Disabilities); • Encouraging institutional and trans-contextual learning.
Coordination and Synergy • Mapping multilateral and bilateral HICD initiatives; • Enhancing synergy/collaboration among HICD actors; • Seeking convergence and integration of HICD initiatives.
Governance • Responsible body for implementation of the policy; • Conditions/procedures for priority setting; • Program funding, implementation, monitoring and evaluation Approval of the policy • Approving body • Validity term • Amendment
