NEPAD ICT PROGRAMME Purpose • Accelerate development of ICT infrastructure; • Accelerate use of this infrastructure for ICT services and applications; • Bridge the digital divide within Africa and between Africa and the rest of the world.
e-AFRICA COMMISSION • NEPAD Task Team for ICT • Mission • To drive the NEPAD ICT programme; • Oversee the structured development and execution of this programme across the African continent. • Composition: • Representatives of entities responsible for ICT activities across the continent .
FOCUS AREAS OF THE COMMISSION • Local Content • Internet & Software Development • E-Applications (e-govt, e-commerce e.t.c.) • R & D and Space application (includes capacity building & institution development.) • Public e-awareness • E-policies and Strategies • ICT Infrastructure • Human Development (Education, Health, Skills in the labour force) • Business Development (And Entrepreneurship) • Special Programme (LDC’s, Youth, Women e.t.c)

NEPAD e-SCHOOLS INITIATIVE Purpose • To impart ICT skills to young Africans in primary and secondary schools; • To use ICT to improve the provision of education in African schools; • To use ICT to improve the health of young Africans.
WHAT IS A NEPAD e-SCHOOL? • A NEPAD e-School is one which: • Will produce young Africans with skills to participate in the knowledge economy; • Is equipped with apparatus of the knowledge economy; • Is connected to the Internet; • Has teachers trained to teach ICT skills; • Allows teachers to use ICT to deliver their lessons; • Uses ICT for administration of the school; • Has a “health point”.
NEPAD e-SCHOOLS INITIATIVE TASK AHEAD • To develop all African primary and secondary schools to become NEPAD e-Schools; • There are about 600, 000 schools in Africa (about 10% secondary schools); • Target is to convert all schools in any given country to “NEPAD e-Schools” • Secondary schools in 5 years • Primary schools in 10 years from project inception.
PROJECT IMPLEMENTATION • Project to be implemented in 3 phases each comprising 15 – 20 countries. • First phase currently comprises 19 countries. • Algeria, Burkina Faso, Senegal, Gabon, Nigeria, Rwanda, Congo, Mozambique, South Africa, Mauritius, Ghana, Uganda, Mali, Cameroon, Egypt, Lesotho, Benin, Ethiopia and Kenya • Project definition, coordination, monitoring and evaluation will be conducted at continental level. • Project execution will be conducted at national level.

DEVELOPMENT OF AN “OVERLAY” SATELLITE NETWORK • Commission will seek to secure satellite capacity on a bulk basis; • Commission will define the conditions for access to this capacity from small terminals located at the various schools across the continent; • Commission will operate the satellite network for the schools; • Significant progress has been made in this task in close collaboration with the CSIR.
