En 1995 Se crea el Proyecto de Reforma de la Administración Financiera, denominado Sistema Integrado de Administración Financiera SIAF-SAG En 1998 Entra en vigencia la nueva Ley Orgánica del Presupuesto En 1998 inicia operaciones la herramienta informática SISTEMA INTEGRADO DE CONTABILIDAD GUBERNAMENTAL MODERNIZACION
