Imagine if the Interstate was separated into two different highways…
On one highway, motorists would be able to drive at 90 mph for a much higher fee. Those who could not afford the fee would have to drive on the other highway, which has a 50 mph speed limit.
Those who drive on the second highway, which would be the majority of motorists, would have to endure massive congestions, slow speeds, and generally being late for everything.
Now, apply this to the Internet. Those who cannot afford the faster “highway” will be crowded, essentially allowing cable provides to select whom can use their “highways.” All Ferraris, no FIATs.
