BP Baku Expansion Plans Rapid growth in Projects – up to 13 platforms by 2013. Rapid growth in People Needs – engineering disciplines. Innovation required for staffing and development needs Education system in Azerbaijan starved of funding for 15 years Good theoretical education – poor applied Poorly-motivated teachers due to very poor salaries.
Heriot Watt University - Scotland BP / Amoco / Arco – contribution to set up of P.E. Institute in Heriot Watt. Many Technical Training Classes taken by BP employees for last 10 years (+/- ) – Drilling Engineering, Casing Design, Petrophysics, Production Technology etc. BP employees Graduates from Heriot Watt Offering new option for BP to develop Nationals in Developing Countries. Proven DL approach with MBA. BP – University Relations Khazar University - Azerbaijan • Sound Private University – 1st Private University in Soviet Union • Many BP employees from this university – business related • Have a modern Pet. Eng. Undergraduate & graduate programme • Have Western QA system for university administration • BP interest due to no corruption policy and “students can fail”! • Extensive relationships with Western Universities – Georgetown, Harvard etc.

DL Pet. Eng. MSc Modules A one-week course given by a Heriot Watt lecturer in Baku. Full Module course notes for each engineer. 6 sets of Challenge exercises to be completed in teams and assessed through a Web Board linked to a Heriot Watt Tutor in the UK and a Khazar Tutor in Baku. Heriot Watt module exam in Baku under auspices of British Council. All courses approved as part of BP Early Development Programme for D&C disciplines. Khazar University is officially an Approved Support Centre for Heriot Watt University. Deliver remote teaching of UK curriculum.
Successes Proven DL capability – Drilling Engineering, Petroleum Log Analysis & Geosciences modules Engaged local University ( Khazar ) as Approved Support Centre. Implemented 2 week “Train the Trainer” period for Khazar University Lecturers – used local BP material for course delivery. Very good course documentation. Cost effective current & future approach for BP Exploration Baku. 1st time in Azerbaijan where Industry has contracted a local university to provide educational support on a long-term basis. Tutors earn additional salary for BP work.
Future Azerbaijan Plans Continued DL requirement for D&C disciplines for next 10 years Recent BP Pet. Eng. Peer Review showed underestimation of resources needed to manage over 300 wells – potential to increase coverage to PE for next 10 years. Up to 20 new engineers each year for next 5 years – up to 60 in programme Need deliver full MSc. to engineers – projects in remote locations. How does HW support Khazar University with improvement of undergraduate/masters programmes independent of BP?
Industrial Scholarships • Fall 2004 – Start of BP Engineering Scholarship Programme. • Khazar will have 16 BP sponsored students ( 4 in each year of study ) – 8 in 2004 rising to 16 in 2007. • Long-term programme earning up to $40,000 per year for Khazar • Khazar with links to Middle Eastern Technical University, Ankara ( Also BP Scholarship University ) engaged in joint exercise of finding, testing and matriculating BP Scholarship students. • Potential for student exchanges between 2 similar Pet. Eng programmes. • Enhanced co-operation on western accreditation for Pet. Eng. Degrees. • Opens up additional research opportunities between Khazar, Heriot Watt & METU.
