Required Elements of a Comprehensive Plan Base Study Demographics Economic analysis Housing analysis Community Facilities element Parks and recreation Schools, libraries and hospitals Utilities Public safety services Public offices and administrative facilities Land Use element Residential Commercial Industrial Agricultural Recreational Transportation element Streets, roads and highways Railways, airways and waterways Truck routes Terminals for people, goods and vehicles
Special Elements of a Comprehensive Plan Military Installations element Necessary if a military installation is located within the jurisdiction Consultation with command authorities is required Customized elements At the discretion of the community Address specific topics such as pollution, historic preservation, housing or other issues of interest in the community
How do we begin? Creation of a Vision Statement Defines the character of the community, its unique qualities and its priorities for the future

Statement of Goals and Objectives Purpose A guide to create policies and regulations that will fulfill the goals set by the community A tool for analyzing and evaluating future development Goals Statement of the vision of the physical environment and quality of life the Jessamine County community wants to achieve Objectives Specific actions, strategies or policies that can help accomplish the community’s goals
Statement of Goals and Objectives Economic and Commercial Development Residential Development Transportation Infrastructure and Community Facilities Environment Tourism and Historic Preservation Adopted by Jessamine County Fiscal Court, the Wilmore City Council and the Nicholasville City Council Fall 2008
What’s next? Approval by the Update Development Committee of the Land Use plan and map Discussion of remaining elements of the Plan: transportation, community facilities, environment, tourism/historic preservation and implementation recommendations Final adoption of the completed Comprehensive Plan by the City of Nicholasville and Wilmore/Jessamine County Joint Planning Commissions

Land Use Types Commercial Retail stores, restaurants and entertainment venues such as movie theaters Industrial Manufacturing, wholesale and research/development businesses Professional Office Business offices for physicians, attorneys, accountants and other service-oriented professionals Public/Institutional Schools, cemeteries, public parks and recreational facilities, libraries and government offices
Factors to Consider Transportation What are the likely transportation requirements for the proposed use? What’s the condition of existing roads and sidewalks? Are there plans in place for future road improvement in the area? Are there other transportation elements in place (e.g. rail lines) that would benefit a particular land use? Public services and utilities Are adequate public services and utilities -- such as sewers, fire and police protection -- already in place? Existing development How will the land use fit in with existing land uses surrounding it? Community needs How will this particular land use benefit the community as a whole? Does this land use further the community’s ability to achieve its goals and objectives? Environmental issues What positive or negative effects might this land use have on the natural environment, in the immediate vicinity and countywide? Is this type of land use appropriate for the environmental characteristics of the area?
