Comments • 6 Segments now “active” • Some limited increased participation by end-users of natural gas and distribution network operators has been apparent, but these segments, and retail suppliers, should be encouraged to support and actively contribute to the work carried out by EASEE-Gas • Authorities should take the necessary measures to make possible the implementation of the proposed harmonisation and interoperability issues.

MADRID FORUM VIII REVISED ACTION PLAN • Implementation of CBP’s • Develop framework for monitoring the progress on implementation of each approved CBP by the EASEE-gas members. • Highlight potential barriers to the implementation of CBP’s. • Harmonisation of Units • CBP 2003-01 supported by Madrid Forum • Relevant Authorities to enable completion of the implementation by 1 October 2005

MADRID FORUM VIII REVISED ACTION PLAN • Gas specifications: • Continue discussions with all stakeholders to agree common values on gas specifications • Address potential issue on billing arrangements that restrict GCV range • Current status: • Most parameter ranges agreed • Outstanding discussions on Wobbe Index, O2, and C2+ • Complex discussion, important to allow sufficient time for high-quality and broadly supported solution

MADRID FORUM VIII REVISED ACTION PLAN • Business Rules • CBP 2003-02 Harmonisation of Nominations and Matching finalised and to be supported by Madrid Forum • Further harmonisation, a.o. allocation rules and processes and Interconnection Agreements (including Balancing Agreements) • Communication Standards • CBP 2003-03 Edig@s finalised and to be supported by Madrid Forum • The need for further harmonisation of communication protocols and codification schemes between the gas and power sector will be investigated through cooperation with other organisations

Conclusions • In general good progress made • Three CBP’s approved • Important progress on a number of proposed CBP’s • Complex discussion on harmonisation of gas quality specifications; important to allow sufficient time for for high-quality and broadly supported solution • End-users of natural gas, distribution network operators and retail suppliers should be encouraged to support and actively contribute to the work carried out by EASEE-Gas • Authorities should take the necessary measures to make possible the implementation of the proposed harmonisation and interoperability issues.
