Facilitating audit of information for Grievance Redressal(corruption controlling authority,publicmeetings,GramSabha etc.) • Organizing public meetings (mobilize the public) • Follow up actions (whether guilty is punished or not) XIMB Right to Information Act LG-10
ICT • Inexpensive access to detailed information. • Develop new dimensions of accountability and transparency in management and governance against traditional board meetings, legislative committees, audit and vigilance • Convenience in transaction, augmenting employment opportunities to educated youth. • Increased efficiency of governance ensuring speed of decisions through e-Governance system. • High economic growth and export turn over XIMB Right to Information LG-10
RTI and ICT • The bureaucratic holds the authorities power in its clutches • Lack of awareness • Lack of the implementing agency • File system which was a major hindrance earlier has been tackled by the proper ICT system. • A relevant link, one was incomplete without other • “Soochana rath” or the “information chariot” hopefully gaining momentum as it goes along. RTI and ICT(contd.) • ICT component formulated a decision support system (DSS) for proper implementation of RTI • Formulation of information commission (decreasing dependency on files and checking the relevance of the information flow) • Civil society must be mobilized to apply for relevant information. • A properly designed framework of ICT for the RTI is needed • Taking steps in awareness generation among people to create a better informed civil society XIMB Right to Information Act LG-10

The Act clearly states: “Any citizen of India may submit a request to the PIO for information in any format, paper or electronic” (The case of Orissa Information Commission ,OIC & Karnataka Information Commission , KIC) XIMB Right to Information Act LG-10
Wajahat Habibullah who took over as India’s Chief Information Commissioner (CIC) on October 26,2006 said in his opening address: “The bureaucracy is threatened by RTI Act. My objective is to ensure no one takes it as a threat” XIMB Right to Information Act LG-10
Efforts of making RTI successful • NyayaBhoomi - An NGO taking RTI to every citizen of India through innovative means. They have an RTI helpline, and easy to use format that guides the user right from the framing of his application to the filing of his application in an online and physical format. • Info Rights India - An organization working to assist and motivate citizens. Free advice/query on any issue of RTI through the internet is a key feature. • Parivartan - Parivartan is a Delhi based citizens’ movement trying to ensure just, transparent and accountable governance. • NCPRI - National Campaign for People's Right to Information (NCPRI • CHRI - Commonwealth Human Rights Initiative educates the public about the value of RTI and advocates at policy level There are even several online groups like: • RTI India • Hum Janege XIMB Right to Information Act LG-10
