  2. Governance as……. • Process of making decision • Existence of authority, ”being in charge” • It relates to decision making all levels-governments, corporate entities etc • It deals with who is responsible, how they wield their power and how they are held accountable

  3. Climate Governance? • Because climate change presents complex developmental issues that are multi dimensional in cause and solutions • Failure of global institutions in adequately addressing the development issues. • Need for new approaches to address the complex multi level governance required.

  4. International Climate Change Regime Its constituents are: • United Nations Framework Convention on Climate Change (UNFCCC). - Kyoto Protocol (KP). These exemplify the existing intergovernmental cooperation

  5. National Policies and Implementation efforts • Embedded in domestic layer of politics and institutions (ratification, compliance etc) • Driven by domestic policies ,legislations, action plans, strategies, measures etc. • Robust domestic framework conceptualizing governance beyond the international regime or complementing it. • Regulations

  6. Regional efforts • European Union regional action: - functions within regional supranational cooperation that covers many other policies. - G8,G20,AU,the G-Groups, etc. - Network of regulators - Growing trend of transnational cooperation among cities, states regions and non-nation state actors

  7. Governance for…..? • Socio – Economic sectors : - Natural resources - Population growth– Urbanization - Disaster Management - Finance/Micro Finance - Gender - Security - Poverty - Sustainable development= sustainable peace

  8. Non-Nation State Actors Parallel initiatives at variety of levels. Public Policy Network. Public-Private Partnership International NGOs/Coalitions. Corporations Voluntary Offset Schemes Emission Trading Schemes etc. The Media

Dynamics of governance • Acknowledging the critical role of NNSA in current and post-2012 regime. • Need to address the theoretical challenges associated with NNSA involvement in climate governance: • Their basis of involvement • Their relationship with the states • Coordinating efforts in promoting equity, accountability and qualitative participation in the process • How can states, the private sector and civil society better organise to address the deficiencies in global governance?

  10. Nigerian Situation Party to the UNFCCC process No define framework of governance. Mandated bodies are weak and under funded Basis of engagement in the international regime lacks clarity. Role and capacity of NNSA undermined.

Challenges • Effectiveness of the UN and its role in global environmental governance. • UN bodies UNEP,GEF,CSD,UNCCCD,CBD and the role and position of key state actors. • Interplay of international regimes: • Trade measures, WTO & Climate change • Global energy governance • Global health governance • Global security governance • Global agricultural and food governance • President Obama’s green revolution, his desire to see plug-in vehicles on the road by 2015 and the US Clean Energy and Security Bill • Contracting international oil market • Global financial crises • Tensions between the norms, principles and ethics driving various global governance efforts.

Recommendations • Urgent need for policy reform • Strengthening of existing governance institutions • Ensuring adequate and good laws. • The role of legislature (in checks and balances) • The over-sight role in ensuring effective governance. • Need to be properly equipped to engage in global discourse and negotiations • Greater involvement of the private sector
