Experience: SEA • For FCRM plans – we understand the effects of change in flood risk and coastal erosion • Experience of the Environment Agency’s environmental assessment requirements, including secondments to NEAS • Experience at undertaking reviews of and updates to SEA Environmental Reports • Understanding of the importance of • tourism & recreation; • landscape & visual amenity of the foreshore; and • the historic environment

Experience: Habitats Regulations • SPAs designated for holding important numbers of specific birds and also for the total number of waterfowl. • B&V wrote the operational guidance for EA for HRA for strategies. • Experience of entire assessment process: Appendix 11, Appendix 12, No Alternatives & IROPI and compensatory habitat. • Identification of compensatory & replacement bird habitat –Humber Estuary (Easington and Donna Nook). • Working with Natural England to ensure appropriate detail of assessment.

Experience: Consultation • Highly experienced at running large scale and complex consultation programmes • Familiarity with key stakeholders and consultees and understanding of public perception of flood risk • Can hold joint workshops / roadshows with other parties to avoid consultation overload – RSPB at Minsmere. • Will maximise opportunities to incorporate relevant messages into consultation material. • Could develop on-line consultation process

  12. Data requirements • Wave data • Water level extremes Wave data for Maplin Sands for 2003, 2006 and 2007 available from CEFAS website (free) Wave data available for South Knock from EA (free) Water level extremes from EA (free)

Data requirements • LiDAR – Could request that project is considered as a “sanctioned scheme” and therefore data is free, otherwise cost is £67/km2 (reduced cost for LAs). • National property database –SBC has an OS licence for Address Point data, so this data set will be free from the EA. • OS tiles and MasterMap – we assume that SBC has an OS licence for this information and will be able to supply it for use on this project. • May be an abstraction charge for OS data sets

Data requirements • Baseline environmental data sources from 1998 Shoreline Strategy Plan, SMP2 and TE2100 studies • Included £1000 to purchase data from other sources • Appendix 11 will determine what further data is needed for Appendix 12 (such as WeBS). Approximate cost for WeBS data is £600 (assuming 5 year synopsis and purchase of 4 tables)

  15. NRG Experience • Normally not a Consultant function, but on Felixstowe: • Attended NRG in advance of strategy review submission as an “observer” • Attended NRG for StAR and the following month for the PAR • Participated in NRG sub-group tele-conferences

  16. NRG Experience • B&V regularly attend NRG in support of our Environment Agency projects • We receive all the latest information on “hot topics” and issues raised at NRG • Experienced in the NRG audit trail process

  17. Risk • Risk inclusion in tender: • Risk register drafted using Environment Agency risk guidance (see handout) • Rates in our tender are valid to end of 2010 • Client owned risks: • Drafted risk budget for Client (see handout)

  18. Summary • The proposed B&V team are very experienced in undertaking FCRM strategies and associated HRA. We believe we can successfully navigate this strategy review through the Environment Agency and Defra procedures on behalf of SBC.
