  11. 2014 Policy Agenda • Expand eligibility for Title IV-E funded services to youth aging our of the child welfare system through the age of 21. • Establish statewide mandated use of the Child, Adolescent, Needs and Strengths (CANS) as a functional assessment and level of care tool for children involved in the child welfare system.

  12. 2014 Policy Agenda • Support implementation of Intensive Home Based treatment (IHBT) Medicaid service that includes a reasonable and sustainable provider reimbursement rate • Ensure policy changes to behavioral health Medicaid services support the unique needs of children and their families and the providers that serve them
