  1. Be-TWIN, Testing a joint ECVET-ECTS Implementation Case study 1 Wien, 24 February 2011

  2. Partners: Centre des formations industrielles (training centre), Fédération de la Plasturgie (professional organisation), Ministère de l’éducation nationale (competent institution), BASF (German partner for the mobility scheme) • France: Qualification: BTS des industries plastiques – Europlastic • > Vocational qualification at EQF level 5 • > Content designed at European level • > Implemented in France as a National diploma of the Ministry of High Education • > National examination and national recognition • > 120 ECTS points applicable according law for the complete qualification • Training programme: • > Duration of the formal training path: Full time 2098h • Germany: Chemical Technician apprenticeship in-company program recognized by the Land - - 12 apprentices from the BASF training center aged between 17 to 21

  3. 30 training centres (full time or apprenticeship)are currently running the BTS des industries plastiques – Europlastic and are in in charge of the small part of the examination called CCF. The Centre des formations industrielles (training centre for apprenticeship managed by CCIP) is the only training centre to test a mobility scheme in the framework of the BTS des industries plastiques

  4. CS1: EUROPLASTIC experimentation According to the Europlastic and Chemical technician standards, the objective is to implement 2 common modules: > One module in France on plastics converters to be delivered by the CFI > One common module in Germany on Communication and English language competences to be delivered by BASF training center

  5. Objectives of the case study: 1) Apply the methodology developed within WP2 by proposing an application of both credit systems to the existing qualification (BTS) 2) Define the number of ECTS credits allocated to each learning activity, define the number of ECVET credits allocated to each unit of Learning outcomes 3) Define the assessment modalities for both credit systems 4) Organise a mobility scheme to test the device in real contexts.

  6. Europlastic standards in Learning activities Ministerial guidelines for implementation of VET full time

  7. Based on 120 credit points for 2 years, ECTS points calculated on the workload (number of hours + personal work + work placement in company) X = (workload / 2098) * 120 CS1: EUROPLASTIC – Allocation of ECTS points

  8. ECVET credit points calculated according to the French regulations for the BTS diploma: on the basis of the Evaluation weight1 defined for each Unit of Learning outcomes1. X = (Evaluation weight / 27) * 120 (1) BTS regulation CS1: EUROPLASTIC – Allocation of ECVET points

  9. CS1: EUROPLASTIC – Allocation of ECTS and ECVET points

  10. CS1: EUROPLASTIC – Detail of LOs C6 To communicate 1/3

  11. CS1: EUROPLASTIC – Detail of LOs C6 To communicate 2/3

  12. CS1: EUROPLASTIC – Detail of LOs C6 To communicate 3/3

  13. CS1: EUROPLASTIC – Detail of C6 in terms of ECVET points

  14. CS1: EUROPLASTIC experimentation Make the link with the BASF training to add value to the mobility

  15. CS1: EUROPLASTIC experimentation → Write and sign a MoU and prepare Learning Agreements for each Apprentice → Organise the mobility schemes (3 weeks each): - November/December 2010: German apprentices to France - March/April 2011: French apprentices to Germany

  16. CS1: EUROPLASTIC experimentation ECVET requirements: according to our calculation, if the French students pass the assessment at the end of the exchange, they will get 4,5 ECVET points

  17. CS1: EUROPLASTIC experimentation At the end of the exchange, the French students will be assessed abroad by a teacher on part of the unit E.2.2 Thus, when the students will pass the final exam, the points earned will be added to the total and will contributed to the award of the Diploma validate the learning outcomes as part of a unit

  18. CS1: EUROPLASTIC experimentation The LOs achieved during the exchange will be validated by the training center (accepted and integrated to the training path) and will be recognized by the French Ministry of Education because it is this institutional organization which delivered officially the diploma

  19. CS1: EUROPLASTIC experimentation Details of the Learning Agreement Course: Europlastic standard Module: U2 English - E 2,2 CCF2 L.O. - C6-9 To design a document of communication in English - C6-10 To make a written account in English - C6-14 To know technical vocabulary used in the plastics processing domain - C6-15 To be able to communicate on the telephone in English - C6-16 To write a report, technical diagrams for an oral account in English - C6-17 To give an oral account in English ECVET credit points : 4,5 Apprentices assessment: Oral presentation in front of a jury, written report Tool for assessor: assessment grid to fill validation and recognition in the partner systems made visible and understandable for the learners

  20. CS1: EUROPLASTIC experimentation Personal transcript of record > Achieved Learning Outcomes > Unit (title) > Assessment result > ECVET Points validation and recognition in the partner systems made visible and understandable for the learners

  21. CS1: EUROPLASTIC experimentation Obstacles to validation and recognition of learning outcomes In France The Unit of LOs’ approach is generally consolidated so there are not real obstacles to the recognition of Units or part of Units (subunits) of LOs. The duration which is usually not so long (due to money constraints) makes it difficult the ACQUISITION AND THEREFORE THE VALIDATION of LOs in a short period of time.

  22. CS1: EUROPLASTIC experimentation main constraints to validate and recognize LO The main constraint we had to face is the French law which enables the recognition and validation of LOs for the strict rule on procedures and teachers

  23. CS1: EUROPLASTIC experimentation In Germany The Los, achieved during the exchange, will be: > assessed by a teacher on the part of their diploma regarding chemical processes; > validated by the training center (accepted and integrated to the training path); > be recognized by the Land.

  24. CS1: EUROPLASTIC experimentation Obstacles to validation and recognition of learning outcomes In Germany In-company Diploma ---> binding requirements of the training directives which guarantee a uniform national standard; therefore, their adaptation to the current enterprises’ needs is not easy Current trends in Chemical Technician apprenticeship in-company program: on-going changes in the overall structure ---> still waiting for an official framework
