Over 36% of SA’s population resides in the 9 biggest cities • 58% of population is urbanized and 64% is projected to be urbanized by the year 2030 • +- 50% of electricity and 60% of liquid fuels is used in the country’s large cities & towns • without intervention city energy consumption is set to double in next 20 years. • carbon footprint of our metros is on par with cities like London, Berlin, despite the GDP/capita being far lower
LG...Key Partner in Nat. CC Response • Substantial GHG emissions come from our urban areas • dense nature of these settlements intensifies their vulnerability to the impacts of climate change • global phenomenon but impacts will differ locally and require localized or regional responses • Local government competencies cover many key areas of climate response (e.g. RE, EE)
Weaker BUT NB Leadership • Current financial and service delivery constraints, and human capacity shortages • A no. of cities have pioneered addressing energy and climate issues • City Energy and CC Response Strategies • Regulation (SWH draft bylaws) • Inst. Dev (est. new units & staffing) • Project delivery (swh rollout; wind farm dev)
Gaps in government’s response to CC & Sustainable Development
Specific Gaps • Renewables : FIT and our energy mix • Transport: powers and functions, sust. pub tra • Energy efficiency: DORA funding, lack of staff • Building efficiency: SANS204, mandatory • People and inst. capacity: adequate resources • LG Mandates: clear and definite, consistently funded by Treasury • NIRP: electricity delivery plan, align with the emissions trajectory of the LTMS.
COP15 Input • negotiating team to heed calls on recognizing Local Governments as key partners in implementing climate change action which would rely heavily capacity development • DEA/Danida/SEA exhibition stand showcasing South African city work on climate mitigation and sustainable development work that we have been involved with
Conclusion • CC and Sustainable Dev, rapidly changing and dynamic • ongoing proactive engagement with these issues is critically needed from Parliament • SEA would like to offer our support to any Parliamentary Portfolio Committee that feel they could benefit from training (seminars, workshops) on topics of sustainable energy development and climate change
