Massive disasters Red area: highly contaminated 3.11, 2011, East Japan 15,854 people died 3,089 people are still missing. (As of June 2012) ・Earthquake ・Tsunami ・Nuclear accident → Today’s topic
I focus on Japan Fukushima Tokyo
My question is For children or pregnant women • medical care without fee • Compensation ( but there are not enough.) For people with disabilities Are policies for people with disabilities who have suffered from the nuclear accident enough or less? ↓ If it has not been developed, what sort of policy do the authorities put into action?
Fukushima city • The capital of Fukushima prefecture • The third biggest city in the prefecture. • Population 292,800(2010) 284,493 (April, 2012) • 3,150children (under 18) have evacuated. Blue: Fukushima city Red: Where the accident happened Fukushima Prefecture 50-60km
Compensation in Fukushima city Basically, basically there is no compensation payment when citizen move to Fukushima to other prefecture. (but some exceptions)

A NPO in Fukushima city Present situations The number of Users April, 2011 …131 ↓ March, 2012 …131 • 5 people evacuated. The number of Care workers April, 2011 … 99 ↓ March, 2012 …91 The office since 2001
A perspective of the employee number in your office after the accident.Up or Down?( Fukushima Minyu Paper 07 02, 2012)
The reasons of the decrease are • The effects of nuclear accident (5 answers) • No application for the job (4) • Retire because of the age (3) • Leaveing from office because of low wage (2)
The problem is • Problems before the disaster • Regional differences of welfare services • Establishment of social capital again (care workers, community) • Problems after the disaster • Risks that harm their health and their quality of life 1. Radiation – risk that harm their health 2. The decrease of care workers - risk that harm their quality of life
The authority and Tokyo Electronic power company has to Two policies • to establish the right of evacuate for people with disabilities. • to prevent the decline of quality of life andtokeep the quality of welfare service in the city.
