AVIATION SECURITY AS A MAJOR COMPONENT OF ENSURING THE SAFETY OF PASSENGERS The travelling public assumes that all necessary security measures have been taken to ensure their safety Similarly, the regulators expect that the travelling public will cooperate and take the necessary precautions for purposes of their safety

  3. Safety vs. security • Safety - A condition in which the risk of harm and damage is limited to an acceptable level. • Security – safe guarding against unlawful activities • Both - try to minimize risk of injury, loss of life, loss of property. • Unintentional vs. Intentional

Harmonised EAC Civil Aviation Safety and Security Regulations and TGMs The EAC Harmonised regulations are developed by the Partner states under the guidance, assistance and coordination of CASSOA. Stakeholders consultations are held during the process. EAC Region is the only region in Africa to have implemented this highly recommended regional approach to Harmonised Regulations and TGM During development process, Safety and security aspects are cross referenced where linkage is necessary

Public and Industry confidence Aviation safety is major component of ensuring the public confidence achieved through a mix of acceptable levels of safety, airworthy aircraft , operational procedures, technology, and safety personnel. Aviation security is another component of ensuring the safety ofpassengers, cargo and or mail achieved through a mix of intelligence information,procedures, technology, and security personnel. Aviation Safety and security are closely interfaced and compliment the effective performance of the Industry.

Advantages and benefits of Compliance with Harmonised Regulations and TGMs The end user will operate in an acceptable manner and in conformity with ICAO SARPS and any other provisions that are applicable, Safety and security will be enhanced appropriately to the satisfaction consequently increase confidence with the travelling public. Harmony of stakeholders and reduced cost and time in surveillance and other oversight activities

Disadvantages and benefits of Compliance with Harmonised Regulations and TGMs Lack of compliance leads to Unsafe and insecure conditions that will adversely affect Public confidence and efficient, effective sustainable business Degraded Safety and security attracts in Regulator involvement resulting in costly and time consuming surveillance and other oversight activities. Could result in accidents or Security occurrences that could cause loss of lives, injury and loss of property. Activities

  8. How can linkage of safety and security be achieved ? Compliance with Regulations is one of the major opportunities to achieve effective linkage of safety and security Top management commitment , safety culture and allocation of adequate funding to training, remuneration and other safety and security related Harmony of stakeholders and Regulators which results in reduced cost and time in surveillance and other oversight activities Employing a regional approach to synergize the available resources, Regulations and TGM development and harmonising compliance and oversight processes.

  9. How can linkage of safety and security be achieved ?-The Regulators Effective safety and security oversight by the Civil Authorities to ensure the harmonised Regulations and TGMs are implemented and ICAO SARPS are fully complied with. Top management commitment, adequate funding to training, remuneration and other safety and security related programs Harmony of Regulator and stakeholders and reduced cost and time in surveillance and other oversight activities Participating in regional approach to share the available resources, and provide valuable efficient oversight services.

  10. The role of CASSOA in linking Safety and Security through regulatory compliance CASSOA was established with an objective of strengthening the oversight functions. Therefore an effective CASSOA provides the appropriate environment to enhance the ability of development of the requirements [Regulations and TGMs] by adopting ICAO SARPS and amendments while strengthening the involvement of the stakeholders An adequately funded CASSOA as a regional safety organisation will be able to attract adequately qualified that coordinate and compliment the CAAs in meeting the State obligations to the Chicago convention.

The role of CASSOA in linking Safety and Security through regulatory compliance CASSOA coordinates the Operationalisation of SSP and consequently monitors the implementation of the SMS by service providers. Through the ECCAIRS and strengthened data collection and analysis functions with the committed involvement of all stakeholders, the Agency will be able to provide meaningful advise for proactive actions both in safety and security domains. CASSOA coordinates Aviation Security related requirements and procedures and provides a suitable forum for sharing resources and information to for strengthen and enhancement purposes.
