ADB’s AQ Projects in the Philippines (on-going) • Loan - Metro Manila Air Quality Improvement Sector Development Program (MMAQISDP) • supports efforts of both public and private sectors to improve air quality in Metro Manila through the combination of loan and grant interventions from various financing institutions, including ADB • promotes policy reforms to improve air quality through the abatement of mobile and stationary sources of air pollution
MMAQISDP Components • DENR Component – a) mitigation of pollution from stationary sources; b) air quality mgt. (public awareness, technical secretariat, capacity building); c) ambient air quality monitoring; • MMDA component – (a) Traffic Eng’g & Mgt. (cancelled); (b) Smoke belching apprehension (transferred its operations to DENR & LGUs); • DPWH component – Road Rehabilitation component (cancelled); • DOH component – Public Health Monitoring (completed CY 2005); and • DOTC component – Implementation of Motor Vehicle Inspection System (not yet implemented;however, PETCs were authorized/accredited for emission testing)
MMAQISDP Achievements (1) • Supported enactment of RA 8749 – Philippine Clean Air Act and its guidelines • Established a continuous ambient air quality monitoring network (10 stations) in Metro Manila • Completed stack sampling and testing • Established the Metro Manila Airshed Governing Board • Completed air quality management training center building in DENR compound for EMB personnel and air quality management activities
MMAQISDP Achievements (2) • Established Anti- smoke belching program • Strengthened capacity for traffic engineering and management • Supported partnership for clean air initiatives • Strengthened knowledge on public health impacts of air pollution
