National Centre implements new tasks connected with the accession of the Czech Republic to EU • since 1. 4. 2004 the department of Register for non medical professions issues a Certificate for Pursue of profession without professional supervision to nurses, midwives and other health care professions (according to the Law No. 96/2004 of the Digest) and registers the above-mentioned workers • since 1. 5. 2004 the detached division ofrecognition of qualificationsof Ministry of Health was established. There are recognized the qualifications of aplicantsof EU Member States and aplicants from third countries, and issues certificates to Czech citizens that want to work abroad
EU-PHARE Twinning Project:Mutual Recognition of Qualifications of HealthCare Professions in the Czech Republic • Senior twinning partner of the Czech Republic is Germany, junior twinning partner is the United Kingdom • Project Leader of this project is Dr. Otmar Kloiber from Germany and Project Leader from the Czech Republic is Dr. Eva Plachejdová • The project aims at the introduction and implementation of the system of recognition of qualifications, which will be in accordance with EU Directives
Within the framework of the project: • two units of recognition of qualifications were established within the organizational structure of the Ministry of Health • specialists are trained for recognition of qualifications • uniform manuals of the procedures of recognition of qualifications for applicants and clerks are created • central register of nurses, midwives and other health care professions was established • national curricula were drawn up

Legislative framework of the process of recognition of qualifications in the Czech Republic • Law No. 95/2004 of the Digest on Conditions of Obtaining and Recognition of Formal (Professional) Qualification and Specialized Qualification for Pursuing the Medical Professions of Doctors, Dentists and Pharmacists • Law No. 96/2004 of the Digest on Conditions of Obtaining and Recognition of Qualification for Pursuing Activities Connected with Provision of Health Care, and on Changes of Some Inherent Laws • Law No. 18/2004 of the Digest on Recognition of Formal (Professional) Qualification and other Qualification of applicants of EU Member States, and on Change of Some Laws • European specific directives and directives under the general system of recognition of qualifications
Fields of activites connected with recognition of qualification that we are pursuing • Issuing of the decisions of recognition of qualification for applicants of EU Member States and for applicants of Non EU member States that want to pursue health profession in the Czech Republic • Issuing of a certificate confirming the obtaining of formal (professional) or specialized qualification for pursuing of health care profession for citizens of the Czech Republic that want to work in another EU Member State

Most frequent problems: • unfamiliarity with the application forms and possible places of obtaining of them • unfamiliarity with the terms for individual acts (issue of decision … 3 months, issue of certification … 30 days) • problems with the recognition of qualifications of fully qualified Czech health care professionals in other EU countries
