2. What are the basic steps for creating estimate for any MGNREGA works? • Visit the site. • Prepare location map/site map • Prepare drawing • Prepare estimate based on state rate and Analysis of Rate. • Submit for AS/TS approval

3. What is DSoR? • Delhi Schedule of Rates (DSoR), being published by C.P.W.D. from time to time, is a very comprehensive document which contains the basic rates of materials, labour, hire charges of equipments and carriage charges of materials and is used for estimating purpose in the execution of works.

4. What is DAR? Delhi Analysis of Rates (DAR)- Central Public Works Department Analysis of Rates for Delhi is a very comprehensive and useful document forming basis for the rates analysis of various items of works. It is based on scientific assessment of Inputs of materials, labour and machinery in various items of work normally involved in civil construction projects. Analysis of Rates for Delhi, is based Delhi Schedule of rates (DSoR) on the prevailing market rates of materials at Delhi. The basic rates of materials, carriages and hire charges incorporated in the analysis, pertain to materials conforming to BIS Standards/ CPWD Specifications/Materials of good quality generally available in the market. Labour rates are the minimum wages issued by the Government of Delhi.

6. SECURE software is based on which rate? • In SECURE, we use state specific rate. • Separate chapter for state DAR

7. Who updates State rate in Secure? • State admin is responsible for rate updation in SECURE.

8. SoR Type – is different in each state? • State wise SoR • State with more than one SoR –Manipur ( Hill, Valley) • District wise • District with more than one – kerala • Block wise SoR

9. Frequency of Changing State SoR • rate changes twice in a financial year (April, October). • States can decide the frequency. • State can decide the period of updation of SoR state.

10. Who is responsible for state data entry for State DAR/SOR? • State admin

11. Who update the Unskilled wage in SECURE for all the states? • MoRD admin will update the Unskilled wage in SECURE for all the states on April 1st every year.

12. What is market rate? Items which are not available in the DSoR, but we like to use in the estimate for a particular MGNREGA work. Those item are called market rate items. Every state can have separate list of market rate items in SECURE. For eg: MR1 - Solid blocks of size 40x20x20cm each 48.50 MR2 - Solid blocks of size 30x20x20cm each 36.50 Like wise state wise MR item should be identified. For eg. Kerala, Rajastan,Telegana is having item with different unit & description

13. In secure, who are the users of the system? • Engineer who creates the estimate, • Estimate reviewing officer. • Engineers /official who gives AS and TS • Users can be at any level – Grama Panchayat, Block Panchayat, District Panchayat/State

14. Estimation creation starts Where? • Block/Mandal • Panchayat

15. What is lump sum? • Electrification, Sharpening charges, Display board and Conveyance can be included in the estimate as per the state norms.

16. What is template? • Templates are the sample estimate.

17. What is spill over work? • Find out the spillover work • Open estimate • Fill the completed quantity for each activity. • SECURE will calculate the estimate value for the remaining quantity with new unskilled wage rate.

18. DATA Items • DATA items which are not available in the CPWD DAR, we can prepare Observed Data/Non scheduled items. We can call it as State specific data. • These DATA items can be kept separately for each state as separate chapter. • State admin can enter this data into SECURE

19. CPWD DATA – Publish /UnPublish • Provision to enable or disable a particular data item is possible. • Even a chapter itself can disable • As per the state level committee recommendations, Kerala disabled the some of the items. • State admin can do the above activities

20. Non Scheduled items • Provision to create Non Scheduled items/Observed data in the state login • Deletion/Editing of Non Scheduled items/Observed data is possible , if the same item is not used in the estimate. • Provision to enter Engineers details in all the levels – State, District, Block, Panchayat.

21. Works available in SECURE • Only approved works are receiving in SECURE as web service from Nregasoft (MIS). • Work name and work code cannot be edited in SECURE. • So we cannot delete the works in SECURE. • We create the estimate in SECURE and we push back to Nregasoft (MIS)

22. User Management • Provision to enter Engineers details in all the levels – State, District, Block, Panchayat. • Provision to create users of the system. • Provision to update user information, if any staff transfer/retire. • Since it is a workflow based system, when the files moved from one place to another location, user id, designation, and estimate details, so that we can trace out the location of the file.

23. Revised Estimate • Revision of estimate can be done, once MoRD finalize the norms and process of revising the estimate for narega works. • Normally, after starting the work only we realize that to revise the work estimate based on soil condition, natural calamity or any other reason. • But if the same work details are already push back to MIS, we need to have mechanism to revise the same estimate.

25. Dashboard • Dashboard is provided at all levels • No of works received AS • No of works received TS • Total no of approved works received from Naregasoft • No of works pending
